Ambos acuerdos de paz OCoas como el proceso de construccin de paz que le siguiOCo han tenido un impacto en el concepto tradicional de paz, ya que fueron pioneros en lo que son consideradas operaciones de paz de segunda generacin, multidisciplinarias (que van mis alli del cese al fuego). Uno de los objetivos principales de los acuerdos de paz y el proceso de construccin de paz, era fortalecer los incipientes procesos democriticos en el per odo del posconflicto. Mis de una d(r)cada ha transcurrido desde que los acuerdos fueron suscritos. En ambos casos la democracia electoral o pol tica ha logrado mantenerse vigente y el sistema pol tico ha tenido una apertura. Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. En este libro, dos equipos de investigacin utilizan nueva informacin y t(r)cnicas mltiples de investigacin comparada para presentar un perfil actualizado del proceso de democratizacin en ambos pa ses y una evaluacin de la interaccin existente entre la paz y la democratizacin."

In 1992, at the end of a twelve-year civil war, El Salvador was poised for a transition to democracy. Yet, after longstanding dominance by a small oligarchy that continually used violence to repress popular resistance, El Salvador’s democracy has proven to be a fragile one, as social ills (poverty chief among them) have given rise to neighborhoods where gang activity now thrives. Mano Dura examines the ways in which the ruling ARENA party used gang violence to solidify political power in the hands of the elite—culminating in draconian “iron fist” antigang policies that undermine human rights while ultimately doing little to address the roots of gang membership. Drawing on extensive ethnographic fieldwork and policy analysis, Mano Dura examines the activities of three nongovernmental organizations (NGOs) that have advocated for more nuanced policies to eradicate gangs and the societal issues that are both a cause and an effect of gang proliferation. While other studies of street gangs have focused on relatively distant countries such as Colombia, Argentina, and Jamaica, Sonja Wolf’s research takes us to a country closer to the United States, where forced deportation has brought with it US gang culture. Charting the limited success of NGOs in influencing El Salvador’s security policies, the book brings to light key contextual aspects—including myopic media coverage and the ironic populist support for ARENA, despite the party’s protection of the elite at the expense of the greater society.

This book is a collective work published as part of a larger project titled "Mexico-Guatemala cross-border region; regional dimensions and bases for integrated development," the purpose of which is to introduce a series of issues relative to the geopolitical dimension of Mexico’s actions in Central America and its stance on conflicts in the region between 1959 and 2019. The most widely published texts up until now have been written by Mexican authors, and we have less insight into how these processes have been viewed from Central America. This book analyzes the origins and consequences of civil war in Central America. Fabrice Lehoucq argues that the inability of autocracies to reform themselves led to protest and rebellion throughout the twentieth century and that civil war triggered unexpected transitions to non-military rule by the 1990s. He explains how armed conflict led to economic stagnation and why weak states limit democratization - outcomes that unaccountable party systems have done little to change. This book also uses comparisons among Central American cases - both between them and other parts of the developing world - to shed light on core debates in comparative politics and comparative political economy.
