Kingsley at the annual assem bly of 1904, the committee was authorized to incorporate in the publication the ceremonies of instituting new councils; constituting, dedicating and installing officers of councils under dispensation; also ceremonies of instal lation of Grand Ofiicers, together with blank forms to be used by the'grand Council and its subordinates.
