The Consolidated Annual Activity Report (CAAR) 2019 provides an overview of the activities and achievements of the European Union Agency for Fundamental Rights (FRA) in that year. It follows the guidelines established by the European Commission. In 2019, FRA focused on various fundamental rights challenges in the European Union (EU) and produced a high number of publications in English and other EU languages that contribute and feed into the work of different EU bodies. FRA published its research findings in an accessible and user-friendly way that included handbooks, reports, summaries, conference papers, checklists, an innovative 'Charter Box' and online publications. FRA distributed in total 99 941 print publications through the EU's main portal. FRA topped the 2019 ranking in terms of publication orders at the EU Publications Office among all EU Agencies.

The European Labour Authority was established as an EU body by Regulation (EU) 2019/1149 of the European Parliament and of the Council which entered into force on 31 July 2019. The Authority is entrusted with the mandate to assist Member States and the Commission in their effective application and enforcement related to labour mobility and the coordination of social security systems in order to achieve the fair and effective labour mobility within the EU. In achievement of its objectives ELA is governed by the Management Board, Executive Director and Stakeholder group. Internally the Authority is organised into five units, three of them operational (Enforcement and Analyses Unit, Cooperation Support Unit and Information and EURES Unit) and two horizontal (Governance and Coordination Unit and Resources Unit). In 2021 the Authority managed to ensure continued growth and transformation, despite the ongoing pandemic, thus successfully delivering on its mandate.

The Consolidated Annual Activity Report 2022 of the EU Agency for Railways is prepared in line with the provisions of the Agency Regulation (EU) No. 796/2016 and those of the Agency Financial Regulation (Management Board Decision no. 206/2019). The report describes the Agency's performance, together with financial and management information for the year 2022. The above-mentioned regulations also require the Management Board to adopt the Annual Activity Report, and to forward it by 1 July 2023 to the European Parliament, the Council, the European Commission, the Court of Auditors, and to make it available to the general public. The Agency has made the necessary efforts to align the content of the current report to the provisions of the Communication from the Commission on the strengthening of the governance of Union Bodies under Art. 70 of the Financial Regulation 2018/1046 and on the EC guidelines of the Consolidated Annual Activity Report, issued in April 2020 (C (2020) 2297).

This book examines the rapidly expanding EU agency’s distinct role in EU border control, showing that Frontex is a prominent border control actor that reshapes the EU borders by promoting a new border control culture. Bringing culture into the analysis of Frontex, this book offers an alternative in-depth understanding of the agency’s function, focusing on the production and diffusion of border control assumptions and practices within a border control community. Based on data drawn from primary research at Frontex and two EU external borders, namely Lampedusa and Evros, this book examines Frontex’s contribution to the emergence of a new border control culture in Europe, replacing the pre-existing Schengen culture. Compared with the existing literature on Frontex, this novel account takes into consideration the evolving nature of borders and border control, discussing three contemporary challenges for the established border control regime: Brexit, the COVID-19 pandemic, and hard security preoccupations, such as the fall-out from the Russian invasion in Ukraine and the weaponisation of migration at the Greek-Turkish land border. Frontex and the Rising of a New Border Control Culture in Europe will appeal to scholars and students of border management, EU studies, migration, geography, international relations, and security, along with policymakers and practitioners with an interest in EU border control and Frontex.
