En Colombia la compleja dualidad entre uso y conservación de los recursos naturales, en la medida que se constituyen en la base del desarrollo económico de las comunidades, y a su vez, en el baluarte para el mantenimiento de las funciones ecosistémicas y la presrvacion de la biodiversidad. Lo anterior se ha visto reflejado en la cuenca media-alta del río cali, en la medida que la producción agropecuaria, la colonización y el uso del agua ha derivado en problemáticas y conflictos socioambientales, dificultando la acción de organizaciones ambientales de carácter gubernamental y no gubernamental, inclusive en áreas protegidas. De esta manera, con el fin de identificar conflictos socioambientales y proponer estrategias de gestión ambiental, se implemento una entrevista semi-estructurada dirigida a funcionarios de organizaciones ambientales y un taller basado en herramientas del diagnóstico rural participativo con enfoque de ordenación biorregional del territorio. En cosecuencia, se determino que el uso de la tierra, los asentamientos ilegales, el suministro de agua, la minería en áreas protegidas y la ampliación de la frontera agrícola, son las principales problemáticas ambientales que han derivado en conflictos entre miembros de la comunidad, o entre éstos y los actores sectoriales e institucionales presentes. Finalmente, a través de la identificación de estrategias de conservación y la propuesta de soluciones en el contexto de la ordenación biorregional del territorio, se plantea una serie de mecanismos analíticos y operativos como insumo para la formulación del Plan de Ordenamiento y manejo de la Cuenca Hidrográfica del Río Cali.
