Monitoring Democracy
Author: Judith G. Kelley
Publisher: Princeton University Press
ISBN: 1400842522
Category : Political Science
Languages : en
Pages : 359
Book Description
In recent decades, governments and NGOs--in an effort to promote democracy, freedom, fairness, and stability throughout the world--have organized teams of observers to monitor elections in a variety of countries. But when more organizations join the practice without uniform standards, are assessments reliable? When politicians nonetheless cheat and monitors must return to countries even after two decades of engagement, what is accomplished? Monitoring Democracy argues that the practice of international election monitoring is broken, but still worth fixing. By analyzing the evolving interaction between domestic and international politics, Judith Kelley refutes prevailing arguments that international efforts cannot curb government behavior and that democratization is entirely a domestic process. Yet, she also shows that democracy promotion efforts are deficient and that outside actors often have no power and sometimes even do harm. Analyzing original data on over 600 monitoring missions and 1,300 elections, Kelley grounds her investigation in solid historical context as well as studies of long-term developments over several elections in fifteen countries. She pinpoints the weaknesses of international election monitoring and looks at how practitioners and policymakers might help to improve them.

Using international election standards
Author: Council of Europe
Publisher: Council of Europe
ISBN: 9287183910
Category : Political Science
Languages : en
Pages : 112
Book Description
Civil society organisations – watchdogs for free and fair elections! This handbook, drafted in collaboration with civil society organisations from the countries of the Eastern Partnership, is a response to the recommendation set out in the 2015 report by the Secretary General of the Council of Europe entitled State of democracy, human rights and the rule of law in Europe. Its purpose is to improve the quality of domestic observation of electoral processes in the member states and to serve as a reference for domestic observers, primarily for core team members. At the same time, it may serve as a training tool for long-term and short-term observers and other electoral stakeholders who wish to familiarise themselves with international election standards (government officials, electoral administration, party representatives, judges, lawyers). The Council of Europe is convinced that this handbook will further promote the uniform application of Europe’s electoral heritage and of other international standards in its member states and beyond.

Author: Sam van der Staak
Publisher: International Institute for Democracy and Electoral Assistance (International IDEA)
ISBN: 9176712559
Category : Political Science
Languages : en
Pages : 100
Book Description
Information and communication technologies are increasingly prevalent in electoral management and democratic processes, even for countries without any form of electronic voting. These technologies offer numerous new opportunities, but also new threats. Cybersecurity is currently one of the greatest electoral challenges. It involves a broad range of actors, including electoral management bodies, cybersecurity expert bodies and security agencies. Many countries have found that interagency collaboration is essential for defending elections against digital threats. In recent years significant advances have been made in organizing such collaboration at the domestic and international levels. This guide tracks how countries are making progress on improving cybersecurity in elections. Based on an extensive collection of 20 case studies from all over the world, it provides lessons for those wanting to strengthen their defences against cyberattacks.

Proportional Representation
Author: Friedrich Pukelsheim
Publisher: Springer
ISBN: 3319647075
Category : Mathematics
Languages : en
Pages : 350
Book Description
The book offers an in-depth study of the translation of vote counts into seat numbers in proportional representation systems – an approach guided by practical needs. It also provides plenty of empirical instances illustrating the results. It analyzes in detail the 2014 elections to the European Parliament in the 28 member states, as well as the 2009 and 2013 elections to the German Bundestag. This second edition is a complete revision and expanded version of the first edition published in 2014, and many empirical election results that serve as examples have been updated. Further, a final chapter has been added assembling biographical sketches and authoritative quotes from individuals who pioneered the development of apportionment methodology. The mathematical exposition and the interrelations with political science and constitutional jurisprudence make this an apt resource for interdisciplinary courses and seminars on electoral systems and apportionment methods.
