Few lessons are as prevalent in military history as is the adage that tanks don't perform well in cities. The notion of deliberately committing tanks to urban combat is anathema to most. In "Breaking the Mold: Tanks in the Cities," Ken Gott disproves that notion with a timely series of five case studies from World War II to the present war in Iraq. This is not a parochial or triumphant study. These cases demonstrate that tanks must do more than merely "arrive" on the battlefield to be successful in urban combat. From Aachen in 1944 to Fallujah in 2004, the absolute need for specialized training and the use of combined arms at the lowest tactical levels are two of the most salient lessons that emerge from this study. When properly employed, well-trained and well-supported units led by tanks are decisive in urban combat. The reverse also is true. Chechen rebels taught the Russian army and the world a brutal lesson in Grozny about what happens when armored units are poorly led, poorly trained, and cavalierly employed in a city. The case studies in this monograph are high-intensity battles in conflicts ranging from limited interventions to major combat operations. It would be wrong to use them to argue for the use of tanks in every urban situation. Moscow's use of its military abroad in recent years has radically reshaped perceptions of Russia as an international actor. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

This thesis examines military performance in both urban and traditional non- urban environments. Cases used in this study are German operations on the Russian front, Israeli operations during the Yom Kippur War, and U.S. Marine operations in South Vietnam. This thesis establishes a framework for analysis consisting of six factors. These include environment, time, informational aspects of military operations, application of existing technology, intangible human factors, and the decision-making of both political and military leaders. Analysis of the three cases points to a number of common trends including, shortcomings when units enter in the urban environment. We note a lack of urban operations training, an increase in time to accomplish tasks, a resistance to operate at night, difficulty processing and communicating information, and micro-management of city fighting by political and military leaders who typically refrain from such management during non-urban combat. Results of this study suggest a need to incorporate consideration of our six factors into current doctrine.

The author examines both Russian and rebeltactics and operations in those battles, focusing on how and why thecombatants' approaches changed over time. The study concludes that whilethe Russian military was able to significantly improve its ability to carryout a number of key tasks in the five-year interval between the wars, otherimportant missions--particularly in the urban realm--were ignored, largelyin the belief that the urban mission could be avoided. This consciousdecision not to prepare for a most stressful battlefield met withdevastating results, a lesson the United States would be well served tostudy.
