Changes in agricultural and environmental practices can contribute to the emergence of agricultural drought conditions. Unsustainable land-use practices, such as soil degradation, deforestation, and the destruction of wetlands, can lead to decreased water availability and increased runoff. Additionally, certain agricultural practices like large-scale irrigation and the cultivation of water-intensive plant species can further deplete water resources, leaving less water available for other purposes and diminishing groundwater levels. In Small Island Developing States (SIDS) such challenges can easily become critical vulnerabilities. Their remoteness and sensitive ecosystems enhance their exposure to natural hazards, while their limited access to resources and high import costs often leave them with limited opportunities for economic diversification. The report, a result of the collaboration between FAO and IIED, sheds light on the critical challenges of the agriculture sector in SIDS and provides insightful recommendations stemming from the broad consultations carried out in selected countries. It identifies key areas for policy interventions and technical approaches and supports stakeholders in defining effective measures for drought risk resilience through improved land and water management.

The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

As the global effects of climate change become increasingly evident and urgent, it is clear that the impact on small islands is going to be particularly severe. These island countries are especially vulnerable to rising sea levels, hurricanes and cyclones, frequent droughts, and the disruption of agriculture, fisheries and vital ecosystems. On many small islands, the migration of vulnerable communities to higher ground has already begun. Food security is an increasingly pressing issue. Hundreds of thousands of islanders are at risk. Marine ecosystems are threatened by acidification and higher seawater temperatures leading to increased pressure on fisheries—still an important source of food for many island communities. The small island developing States emit only small amounts of carbon dioxide and other greenhouse gases.
