A study of the Civilian Health and Medical Program for the Uniformed Services (CHAMPUS) was conducted to identify the structure and organizational relationships existing within the Program. The legislative history of dependent medical care programs was traced to show the Congressional intent behind the CHAMPUS Program. Procedures used by several levels of management in the CHAMPUS Program to process beneficiary claims were reviewed and examined. Budgeting, accounting, and reporting systems in use were reviewed in an attempt to demonstrate the growth of the program during the past seven years of its existence. The results of the study demonstrate the complexity of the CHAMPUS Program. It further points out the need for further indepth study in several aspects of the program's management.

Updated as of May 29, 2018 This interim final rule revises requirements and procedures for TRICARE Reserve Select pursuant to section 701 of the National Defense Authorization Act for FY 2006 (NDAA-06). TRICARE Reserve Select is the premium-based medical coverage program first made available in April 2005 for purchase by members of the Selected Reserve who fulfill the statutory qualification of having served on active duty in support of a contingency operation among other qualifications. By adding two new tiers of premium sharing by the government (50% and 85% member portion) to the existing premium tier (28% member portion), this interim final rule expands availability of TRICARE Reserve Select to include all Selected Reservists pursuant to section 702 of NDAA-06. Updated as of May 29, 2018 Section 703 of the National Defense Authorization Act for Fiscal Year 2008 (NDAA-08) states with respect to any prescription filled on or after the date of enactment of the NDAA, the TRICARE Retail Pharmacy Program shall be treated as an element of the DoD for purposes of procurement of drugs by Federal agencies under section 8126 of title 38, United States Code (U.S.C.), to the extent necessary to ensure pharmaceuticals paid for by the DoD that are provided by network retail pharmacies under the program to eligible covered beneficiaries are subject to the pricing standards in such section 8126. NDAA-08 was enacted on January 28, 2008. The statute requires implementing regulations. This final rule is to implement section 703 of the NDAA-08.
