Rapid urbanization and development in Southeast Asia have impacted its high biodiversity and unique ecosystems, directly through the use of forest lands for infrastructure building, and indirectly through increasing ecological footprints. In Greater Bandung, Indonesia and Greater Kuala Lumpur, Malaysia, rapid urbanization over the last thirty years has resulted in an increase inbuilt infrastructure of approximately two and three times respectively. A Nature-Based Solutions approach can potentially underpin urban design and planning strategies in Greater Bandung and Greater Kuala Lumpur, as well as other cities in Southeast Asia, to address biodiversity conservation and also global environmental challenges such as climate change adaption and mitigation while supporting well-being. Mainstreaming Nature-Based Solutions in Southeast Asia will require knowledge gaps to be addressed, greater awareness, increasing the evidence base, metrics for measuring success, support from institutions and stakeholders, and new and innovative financing. The urgency of global socio-ecological challenges, in particular the biodiversity and climate crisis, means transformational change is needed in Southeast Asia, for urban, ecological, technical, economic, and social systems, while still supporting sustainable development.

Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.

Climate Change and the Bay of Bengal argues that in the era of climate change radically different understandings of security and sovereignty are at work. It questions the geopolitics of fear and the manner in which metanarratives of climate change tend to privilege the "e;global"e; and "e;national"e; scales over other scales, especially the regional and the local. The authors argue in favour of a new imagination of the Bay of Bengal space as a semi-enclosed sea, embedded in a large marine ecosystem, under the relevant provisions of the UNCLOS that impose various obligations upon its signatories to cooperate at a regional level. Such an imagination, anchored in geographies of hope, should not remain confined to official domains and discourses but become a part of popular socio-spatial consciousness through a regional public diplomacy reaching out to the grassroots level. A Bay of Bengal regional seas programme, under the auspices of UNEP, should be conceptualized and operationalized in a manner that explicitly factors in climate change consequences into the existing understandings and approaches to environmental-human security in the region.

" Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. The COVID-19 pandemic has only increased the policy challenges for Washington as China recovers faster from the outbreak, reinforcing its already advantaged economic position and advancing its strategicgoals as a result. The international community has come together to pursue certain fundamental, common goals over the coming period to 2030 to make progress toward ending poverty and hunger, improving social and economic well-being, preserving the environment and combating climate change, and maintaining peace. The Sustainable Development Goals (SDGs) have been agreed to by states, which have in turn adopted national targets and action plans. This volume studies the governance and implementation of these goals in Southeast Asia, in particular the difficulties in the shift from the international to the national, the multi-level challenges of implementation, and the involvement of stakeholders, civil society, and citizens in the process. Contributors to this volume are scholars from across Southeast Asia who research these issues in developing (Cambodia, Laos, Myanmar), middle-income (Indonesia, Malaysia, Philippines, Thailand, Vietnam), and developed countries (Brunei, Singapore) in the region.
