This paper discusses the potential value of catch documentation schemes (CDS) in deep-sea fisheries, and the implementation aspects that have to be taken into account to ensure the effectiveness of this trade-based tool to combat illegal, unreported and unregulated (IUU) fishing. The paper argues that the schemes are indeed useful for addressing IUU fishing practices known to occur in deep-sea fisheries, and that their adoption would improve compliance with fisheries management requirements. Key infringements that could be directly detected and addressed include - but are not limited to - violations of closed areas harbouring protected vulnerable marine ecosystems in the deep ocean, and quota overfishing. The paper also establishes the notion that partial coverage of given species through a CDS at the level of regional fisheries management organizations is incongruous. Given that most deep-sea fisheries species have broad distributions that straddle many regional organizations, the most suitable implementation model appears to be a centrally operated electronic CDS platform - called a super-CDS - shared by a plurality of institutional and state players.

This book offers a comprehensive account of the status and dynamics of people participating in the small-scale fisheries (SSF) of Europe. It covers the situation of SSF in 25 coastal countries, thereby providing a portrait of almost every coastal country on the continent and analyzing the recent evolution of the sector. Small-scale fisheries are argued to be extremely important in Europe, as they provide employment and welfare, while increasing food sovereignty and maintaining communities in coastal areas. The recent worldwide focus on SSF derives from their environmental sustainability, which distinguishes many of their activities from those of large-scale fisheries. This book analyses the diversity of SSF and shows how fishing communities have sometimes developed successful governing models, demonstrating social and economic resilience. While the book emphasizes the strengths of SSF and the synergies that occur with other marine sectors, it also presents cases of failure, in which collective action and policy have actually contributed to a weakening of the sector. The authors estimate that between 17.9 and 39.5 million tons (average 27.0 million) of fish are discarded each year in commercial fisheries. These estimates are based on a review of over 800 papers. The highest quantities of discards are from the Northwest Pacific while tropical shrimp trawl fisheries generate a higher proportion of discards than any other fishery type, accounting for one third of the global total. Of four major gear groups, shrimp trawls stand alone at the top of the list; bottom trawls, long-lines and pot fisheries come next. The third group consists of Japanese high-seas drift net fisheries, Danish seines and purse seines for capelin. Relatively low levels result from pelagic trawls, small pelagic purse seines and some of high seas drift nets. The authors point to inadequate data to determine the biological, ecological, economic and cultural impacts of discards although economic losses run to billions of dollars. However, it appears most likely that socio-cultural attitudes towards marine resources will guide international discard policies. Techniques to reduce bycatch levels including traditional net selectivity, fishing gear development and time/area restrictions, are discussed. Effort reduction, incentive programmes and individual transferable quotas (that make the vessel responsible for bycatch reduction) are seen as promising avenues for the future. However, quick solutions to the problem are unlikely and much more information is required. The publication includes a diskette with the complete Bycatch Database, which was compiled for the study, and a summary of it.
