The USGCRP's Carbon Cycle Working Group asked the National Research Council's Committee on the Human Dimensions of Global Change to hold a workshop on Human Interactions with the Carbon Cycle. The basic purpose of the workshop was to help build bridges between the research communities in the social sciences and the natural sciences that might eventually work together to produce the needed understanding of the carbon cycle-an understanding that can inform public decisions that could, among other things, prevent disasters from resulting from the ways humanity has been altering the carbon cycle. Members of the working group hoped that a successful workshop would improve communication between the relevant research communities in the natural and social sciences, leading eventually to an expansion of the carbon cycle program element in directions that would better integrate the two domains.

Understanding of the Earth's carbon cycle is an urgent societal need as well as a challenging intellectual problem. The impacts of human-caused changes on the global carbon cycle will be felt for hundreds to thousands of years. Direct observations of carbon stocks and flows, process-based understanding, data synthesis, and careful modeling are needed to determine how the carbon cycle is being modified, what the consequences are of these modifications, and how best to mitigate and adapt to changes in the carbon cycle and climate. The importance of the carbon cycle is accentuated by its complex interplay with other geochemical cycles (such as nitrogen and water), its critical role in economic and other human systems, and the global scale of its interactions. The need for improved understanding of the global carbon cycle and better research coordination led to the development of the U.S. Carbon Cycle Science Plan.

The Department of Energy is the lead federal agency for research related to atmospheric carbon dioxide. Its responsibility is to sponsor a program of relevant research, and to coordinate this research with that of others. As part of its responsibilities, the Department of Energy has prepared a research plan. The plan documented in this Summary delineated the logic, objectives, organization, background and current status of the research activities. The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects. These subplans have emanated from a series of national and international workshops, conferences, and from technical reports. Between October 2000 and June 2001, an Agency-wide planning, effort was organized by elements of NASA Goddard Space Flight Center (GSFC) to define future research and technology development activities. This planning effort was conducted at the request of the Associate Administrator of the Office of Earth Science (Code Y), Dr. Ghassem Asrar, at NASA Headquarters (HQ). The primary points of contact were Dr. Mary Cleave, Deputy Associate Administrator for Advanced Planning at NASA HQ (Headquarters) and Dr. Charles McClain of the Office of Global Carbon Studies (Code 970.2) at GSFC. During this period, GSFC hosted three workshops to define the science requirements and objectives, the observational and modeling requirements to meet the science objectives, the technology development requirements, and a cost plan for both the science program and new flight projects that will be needed for new observations beyond the present or currently planned. The plan definition process was very intensive as HQ required the final presentation package by mid-June 2001. This deadline was met and the recommendations were ultimately refined and folded into a broader program plan, which also included climate modeling, aerosol observations, and science computing technology development, for contributing to the President's Climate Change Research Initiative. This technical memorandum outlines the process and recommendations made for cross-cutting carbon cycle research as presented in June.
