In this book, Carol Mershon and Olga Shvetsova explore one of the central questions in democratic politics: how much autonomy do elected politicians have to shape and reshape the party system on their own, without the direct involvement of voters in elections? Mershon and Shvetsova's theory focuses on the choices of party membership made by legislators while serving in office. It identifies the inducements and impediments to legislators' changes of partisan affiliation, and integrates strategic and institutional approaches to the study of parties and party systems. With empirical analyses comparing nine countries that differ in electoral laws, territorial governance and executive-legislative relations, Mershon and Shvetsova find that strategic incumbents have the capacity to reconfigure the party system as established in elections. Representatives are motivated to bring about change by opportunities arising during the parliamentary term, and are deterred from doing so by the elemental democratic practice of elections.

As the European Union moved in the 1990s to a unified market and stronger common institutions, most observers assumed that the changes would reduce corruption. Aspects of the stronger EU promised to preclude—or at least reduce—malfeasance: regulatory harmonization, freer trade, and privatization of publicly owned enterprises. Market efficiencies would render corrupt practices more visible and less common. In The Best System Money Can Buy, Carolyn M. Warner systematically and often entertainingly gives the lie to these assumptions and provides a framework for understanding the persistence of corruption in the Western states of the EU. In compelling case studies, she shows that under certain conditions, politicians and firms across Europe, chose to counter the increased competition they faced due to liberal markets and political reforms by resorting to corruption. More elections have made ever-larger funding demands on political parties; privatization has proved to be a theme park for economic crime and party profit; firms and politicians collude in many areas where EU harmonization has resulted in a net reduction in law-enforcement powers; and state-led "export promotion" efforts, especially in the armaments, infrastructure, and energy sectors, have virtually institutionalized bribery. The assumptions that corruption and modernity are incompatible—or that Western Europe is somehow immune to corruption—simply do not hold, as Warner conveys through colorful analyses of scandals in which large corporations, politicians, and bureaucrats engage in criminal activity in order to facilitate mergers and block competition, and in which officials accept private payments for public services rendered. At the same time, the book shows the extent to which corruption is driven by the very economic and political reforms thought to decrease it.

One of the more dangerous contemporary threats to the quality of life is the collaboration of the political establishment with the criminal underworld - the political-criminal nexus (PCN). This active partnership increasingly undermines the rule of law, human rights, and economic development in many parts of the world. States in transition are especially at risk. Despite the magnitude of the threat, there is little understanding of the security threats by the PCNs and how and why political-criminal relationships are formed and maintained. Menace to Society is the first attempt to develop an analytical framework for making generalizations about this contemporary scourge. Case studies of Colombia, Hong Kong, Taiwan, Italy, Mexico, Nigeria, Russia and Ukraine, and the United States by leading scholars and practitioners included here answer such key questions as: How do PCNs get established? How is a PCN maintained, and destroyed? What do the participants want from each other in a PCN? What can be learned from those who have successfully countered the PCN? The findings indicate that political, economic, and cultural factors play a significant role in the formation and evolution of PCNs. When the institutions of the state are weak, as in Nigeria and Colombia, it is difficult for the state to prevent political-criminal collaboration. A lack of checks and balances, either from civil society or opposition political parties such as described in the cases of Mexico and Russia, is a key factor. Cultural patterns tend to facilitate this kind of collaboration. Markets and economics, too, bear on the PCN issue. The supply and demand for illegal goods and services, not only drugs, in many countries creates a market controlled by criminals who need political help to "run" their business. Menance to Society will be critical reading for security planners, foreign and military policymakers, and political scientists.

This book questions the presupposition voiced by many historians and political scientists that political experiences in Europe continue to be interpreted in terms of national history, and that a European community of remembrance still does not exist. By tracing the evolution of specific memory cultures in two successor countries of the Fascist/Nazi regime (Italy and Germany) and the impact of structural changes upon them, the book investigates wider democratic processes, particularly concerning the conservation and transmission of values and the definition of identity on different levels. It argues that the creation of a transnational European memory culture does not necessarily imply the erasure of national and local forms of remembrance. It rather means the creation of a further supranational arena where diverging memories can find their expression and can be dealt with in a different way. Through the triangulation of agents of memory construction, constraints and opportunities and actual portrayals of the past, this volume explores the difficulties faced by a multinational entity like the EU in reaching some kind of consensus on such a sensitive subject as history.

This book explores contemporary migration by boat through the intertwined, and under-explored, elements of empirical data, governance and geopolitics, and discourses. While the migration of people by boat is a long-standing phenomenon, journeys have become more frequent and precarious as states illegalise entry. As migration at sea becomes more common, it has gained attention from a range of actors, including enforcement authorities, political elites, media, and non/inter-governmental organizations. The sea has thus become a space of hope/desperation for migrants as well as conflict over territory and sovereignty, representing wider social debates in and beyond Australia, Canada, the European Union, and the United States. Current literature on migration by boat reflects these debates, primarily concentrating on the humanitarian and legal realities of migration by boat and border enforcement at sea , however, few studies have analysed their empirical relationship. This edited volume aims to fill this gap and thereby address three important, overlapping aspects of these debates. The first theme will explore data and methods on migration by boat, its discourse, and its enforcement, and in addition identifying appropriate research methodologies and sources to gather these data. The second theme will build upon the first by focusing on the relationship between data on migration by boat and governance and geopolitics of the “border”. Building upon the two themes already outlined,the third theme will identify and analyse how elite discourses represent migration at sea.
