The City Region Food Systems (CRFS) programme is a global initiative of FAO and RUAF that aims to support national and local governments and local food actors to build resilient city region food systems by strengthening rural–urban linkages and improving the resilience to climate and pandemic risks. This Handbook is designed for technical staff in local and national institutions, and practitioners in cities/city regions that are implementing the city region food system (CRFS) assessment and planning process. Its purpose is to help familiarizing with the CRFS approach and key terminology, and guide the implementation of an assessment and planning following different steps and modules. The Handbook is intended to be used in conjunction with the online Toolkit, which contains supplementary explanations, how-to tools, training materials, technical examples, and workshop resources related to activities within each project module. This book addresses some of the major challenges of food systems associated with a diversity of agricultural contexts and priorities. It contributes to the conversation on global food and nutrition security by unpacking the intertwined connections between food system resilience, food policies, and global food markets. The current international scenario with the war in Ukraine will have potential impacts on agri-food systems across the world. This scenario will change the balance of power among actors in the agri-food sector. High margins of uncertainty are common across supply chains in the face of uncontrolled increases in raw material prices and an uncertain guarantee of supply. This uncertainty is compounded by rising energy prices, putting the entire agrifood supply chain, which is highly energy-intensive, in crisis. In addition, the current war scenario could impact the demand for agricultural and food products by changing consumers' purchasing habits. Increasing the resilience of agri-food systems may need to become a priority for many national economic systems. In this scenario, the routes to achieve resilient agrifood systems are numerous and include reducing agriculture's dependence on energy, energy-intensive imports and raw material imports. Resilience also requires diversified import sources and market outlets through sound multilateral and bilateral trade policy.

Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food securityrelated policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadlythat is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.
