Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

This dissertation is about the way an international actor, the EU, has supported local peace initiatives in the midst of war, the dilemmas it faces, and the achievements and limits of its approach to building peace. The central question is, is the EU proposing an original approach to peace-building in Colombia, or are the Peace Laboratories just another development program in a conflict-affected country? I argue that the EU is willing and able to propose an original approach to peace-building. The Peace Laboratories show how the EU followed a learning process leading to the definition of a peace-building program for Colombia, based on civil society organizations, and whose scope was determined by the openness to peace of the Colombian government. Thus, this study may contribute to the general reflection on the EU's international action, as well as on the civil society organizations' and recipient states' roles in building peace in armed conflict situations. I propose a definition of peace-building like the intersection of three dimensions, security, development and democracy. Based on this I analyze both sides of the cooperation programs. Part I studies the EU as an international actor, part II analyses the main Colombian recipients of European official development aid (Colombian government and civil society organizations in conflict regions), and part III seizes the learning process of the EU and the scope of the Peace Laboratories as an approach to peace-building.

This book tells the story of the Peace Community of San José de Apartadó, an emblematic grassroots social movement of peasant farmers, who unusually declared themselves ‘neutral’ to Colombia’s internal armed conflict, in the north-west region of Urabá. It reveals two core narratives in the Community’s collective identity, which Burnyeat calls the ‘radical’ and the ‘organic’ narratives. These refer to the historically-constituted interpretative frameworks according to which they perceive respectively the Colombian state, and their relationship with their natural and social environments. Together, these two narratives form an ‘Alternative Community’ collective identity, comprising a distinctive conception of grassroots peace-building. This study, centered on the Community’s socio-economic cacao-farming project, offers an innovative way of approaching victims’ organizations and social movements through critical, post-modern politics and anthropology.
