The anthrax attacks in fall 2001 spurred an extensive and costly decontamination effort where many decisions had to be made about which sites required cleanup, what method to use, how to determine the effectiveness of the cleanup, and how "clean" the building had to be for reoccupation. As part of a project funded by the U.S. Department of Homeland Security (DHS), and managed by Lawrence Livermore National Laboratory, the National Research Council was asked to consider the criteria that must be met for a cleanup to be declared successful, allowing the reoccupation of a facility. The report finds that efficiently sampling and characterizing a pathogen is critical for choosing the best remediation strategy. However, there should be no universal standard for deciding when a building is safe to re-enter because varying pathogen amounts and characteristics could require different strategies. The report offers a flowchart for decision-makers that includes questions about the characteristics of the pathogen; how far it has spread; whether it is transmissible between humans; and how long it will survive to pose a threat. The report also recommends that a risk-assessment approach be adopted as part of a strategy for achieving a "socially acceptable" standard for cleanup.

The National Homeland Security Research Center (NHSRC) of the EPA established an Interagency Agreement with the U.S. Army Edgewood Chemical Biological Center (ECBC) to take advantage of ECBC's extensive expertise and specialized research facilities for the decontamination of surfaces contaminated with chemical and biological (CB) warfare agents. The National Homeland Security Research Center formed a collaboration with ECBC in a mutual leveraging of resources, expanding upon ECBC's on-going programs in CB decontamination to more completely address the parameters of particular concern for decontamination of indoor surfaces in buildings following a terrorist attack. Vaporized hydrogen peroxide (VHP) and chlorine dioxide (CIO2) have been used to decontaminate indoor surfaces contaminated with anthrax and show potential for use in decontaminating indoor surfaces contaminated by chemical agents. This program is specifically focused on the decontamination of the building environment for purposes of restoring a public building to a usable state after a terrorist chemical warfare attack. As building interiors typically contain large surfaces composed of concrete cinder block, wood, steel, carpet, suspension ceiling tile, and painted wallboard, the effort was designed to determine how building materials are affected by the decontaminants. The focus of this technical report is the evaluation of the building interior materials and the fumigant CIO2. The work discussed in this report was conducted from November 2003 to October 2006. under EPA IAG DW 939917-01-0.

The Department of Energy's (DOE) Office of Science and Technology Decontamination and Decommissioning (D & D) Focus Area, led by the Federal Energy Technology Center, has been charged with improving upon baseline D & D technologies with the goal of demonstrating and validating more cost-effective and safer technologies to characterize, deactivate, survey, decontaminate, dismantle, and dispose of surplus structures, buildings, and their contents at DOE sites. The D & D Focus Area's approach to verifying the benefits of the improved D & D technologies is to use them in large-scale technology demonstration (LSTD) projects at several DOE sites. The Fernald Environmental Management Project (FEMP) was selected to host one of the first three LSTD's awarded by the D & D Focus Area. The FEMP is a DOE facility near Cincinnati, Ohio, that was formerly engaged in the production of high quality uranium metal. The FEMP is a Superfund site which has completed its RUFS process and is currently undergoing environmental restoration. With the FEMP's selection to host an LSTD, the FEMP was immediately faced with some challenges. The primary challenge was that this LSTD was to be integrated into the FEMP's Plant 1 D & D Project which was an ongoing D & D Project for which a firm fixed price contract had been issued to the D & D Contractor. Thus, interferences with the baseline D & D project could have significant financial implications. Other challenges include defining and selecting meaningful technology demonstrations, finding/selecting technology providers, and integrating the technology into the baseline D & D project. To date, twelve technologies have been selected, and six have been demonstrated. The technology demonstrations have yielded a high proportion of {open_quotes}winners.{close_quotes} All demonstrated, technologies will be evaluated for incorporation into the FEMP's baseline D & D strategy.
