Book Description
Eskom is a South African company that has developed from a state utility under apartheid into an efficient globally competitive state-owned enterprise. In 2001, Eskom received the Power Company of the Year title at the Financial Times Global Energy Awards Ceremony in New York. This book draws on the growing body of knowledge about corporate governance in state-owned enterprises. It locates Eskom's experience in that context and argues that a state-owned enterprise can be run as efficiently as any other. The key to performance excellence lies in good governance and the authors reveal how a public company can implement good governance practices when government is the major shareholder.

Book Description
Prior to the COVID-19 shock, the key challenge facing policymakers in the Middle East, North Africa, and Central Asia region was how to generate strong, sustainable, job-rich, inclusive growth. Post-COVID-19, this challenge has only grown given the additional reduction in fiscal space due to the crisis and the increased need to support the recovery. The sizable state-owned enterprise (SOE) footprint in the region, together with its cost to the government, call for revisiting the SOE sector to help open fiscal space and look for growth opportunities.

Book Description
State-owned enterprises (SOEs) play an important role in Emerging Europe’s economies, notably in the energy and transport sectors. Based on a new firm-level dataset, this paper reviews the SOE landscape, assesses SOE performance across countries and vis-à-vis private firms, and evaluates recent SOE governance reform experience in 11 Emerging European countries, as well as Sweden as a benchmark. Profitability and efficiency of resource allocation of SOEs lag those of private firms in most sectors, with substantial cross-country variation. Poor SOE performance raises three main risks: large and risky contingent liabilities could stretch public finances; sizeable state ownership of banks coupled with poor governance could threaten financial stability; and negative productivity spillovers could affect the economy at large. SOE governance frameworks are partly weak and should be strengthened along three lines: fleshing out a consistent ownership policy; giving teeth to financial oversight; and making SOE boards more professional.

Book Description
The Corporate Governance of State-Owned Enterprises in Europe and Central Asia Survey analyzes the transparency and control environment governing state-owned enterprises (SOEs) in selected countries of the Europe and Central Asia Region (ECA), with an emphasis on financial reporting, auditing, and transparency requirements. The survey builds on and complements several studies on SOE governance that World Bank teams have carried out around the ECA Region. The purpose of this survey is to provide the countries with an easy-to-follow benchmarking comparison of SOE practices in accountability requirements across the ECA Region. The survey will also inform ongoing and future World Bank assistance to partner countries in the areas of SOE financial accountability, controls, and transparency. The survey aims to assist governments and SOE ownership entities in carrying out reforms and implementing effective SOE monitoring mechanisms and corporate governance practices.
