This volume focuses on Serbia’s need to manage change while preserving community identities, a narrative that avoids the common depiction of Serbian culture as a hostile struggle between modernizers supporting foreign models and traditionalists advocating forms of national cultural patrimony. Traditions only function if they are allowed to bend to the necessary modifications demanded by a community’s changing historical circumstances. Tradition and change are two sides of the same coin which Serbia, in its many different incarnations, has experienced over the centuries, protecting its national heritage while borrowing and adapting intellectual and other trends from Byzantine, Ottoman and Western sources. Outside influences have been imposed as a direct result of foreign rule or through more friendly channels of communication, leading to a complex relationship between autochthonous and alien elements in Serbian society and culture. Under Stalin's Shadow examines the history of the Communist Party of Greece (KKE) from 1918 to 1956, showing how closely national Communism was related to international developments. The history of the KKE reveals the role of Moscow in the various Communist parties of Southeastern Europe, as Nikos Marantzidis shows that Communism's international institutions (Moscow Center, Comintern, Balkan Communist Federation, Cominform, and sister parties in the Balkans) were not merely external factors influencing orientation and policy choices. This book develops a novel way of thinking about crises in world politics. By building on ontological security theory, this work conceptualises critical situations as radical disjunctions that challenge the ability of collective agents to ‘go on’. These ontological crises bring into the realm of discursive consciousness four fundamental questions related to existence, finitude, relations and autobiography. In times of crisis, collective agents such as states are particularly attached to their ontic spaces, or spatial extensions of the self that cause collective identities to appear more firm and continuous. These theoretical arguments are illustrated in a case study looking at Serbia’s anxiety over the secession of Kosovo. The author argues that Serbia’s seemingly irrational and self-harming policy vis-à-vis Kosovo can be understood as a form of ontological self-help. It is a rational pursuit of biographical continuity and a healthy sense of self in the face of an ontological crisis triggered by the secession of a province that has been constructed as the ontic space of the Serbian nation since the late 19th century.

This book examines the ways in which European democracies, including former communist states, are dealing with the new demands placed on their security policies since the cold war by transforming their military structures, and the effects this is having on the conceptualisation of soldiering. In the new security environment, democratic states have called upon their armed forces increasingly to fulfil unconventional tasks - partly civilian, partly humanitarian, and partly military - in most complex, multi-national missions. Not only have military structures been transformed to make them fit for these new types of deployments, but the new mission types highlight the necessity for democracies to come to terms with a new image and ethos of soldiering in defence of a transnational value community. Combining a qualitative comparison of twelve countries with an interdisciplinary methodology, this edited volume argues that the ongoing transformations of international politics make it necessary for democracies to address both internal and external factors as they shape their own civil-military relations. The issues discussed in this work are informed by Democratic Peace theory, which makes it possible to investigate relations within the state at the same time as analysing the international dimension. This approach gives the book a systematic theoretical framework which distinguishes it from the majority of existing literature on this subject. This book will be of much interest to students of civil-military relations, European politics, democratisation and post-communist transitions, and IR in general.
