Contrary to what is widely supposed, Bukodi and Goldthorpe's findings show there has been no overall decline in social mobility – though downward mobility is tending to rise and upward mobility to fall - and Britain is not a distinctively low mobility society. However, the inequalities of mobility chances among individuals, in relation to their social origins, have not been reduced and remain in some respects extreme. This report details the performance of the different sectors of the Insolvency Service during 2005-06. Chapters include: management commentary; agency review and governance; case administration; enforcement and investigation; redundancy payments; policy; insolvency practitioner regulation; banking; companies investigation branch; accounts. The major trend reported is a 42 per cent increase in personal bankruptcies, to a total of 53,386, and individual voluntary arrangements (IVAs) dealt with by private sector practitioners more than doubled to 25,000. This increase in personal insolvency appears to be part of a wider picture in which consumer spending financed by borrowing is leaving an increasing number of people unable to manage their financial affairs. Another major feature of the year was the failure of the MG Rover Group, and the Redundancy Payments Directorate of the Service was involved in ensuring that the 6000 employees received the payments to which they were entitled.
