This volume is a successor of sorts to the Institute's 1986 volume Toward Renewed Economic Growth in Latin America, which blazed the trail for the market-oriented economic reforms that were adopted in Latin America in the subsequent years. It again presents the work of a group of leading Latin American economists who were asked to think about the nature of the economic policy agenda that the region should be pursuing after a decade that was punctuated by crises, achieved disappointingly slow growth, and saw no improvement in the region's highly skewed income distribution. The study diagnoses the first-generation (liberalizing and stabilizing) reforms that are still lacking, the complementary second-generation (institutional) reforms that are necessary to provide the institutional infrastructure of a market economy with an egalitarian bias, and the new initiatives that are needed to crisis-proof the economies of the region to end its perpetual series of crises. In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society. A sense of order has irreversibly retreated at the turn of the twenty-first century with the rise of such ancient civilizations as China and India and the militant resurgence of Islamic groups. The United States and like-minded states want to maintain the once-dominant international and global order buttressed by a set of mainly Western value systems and institutions. Nevertheless, challengers have sought to redraw the international and global order according to their own ideas and preferences, while selectively accommodating and taking advantage of the established order. Because of this, the entire world is teetering on the brink of an order war. This book is a synthesis of two separate bodies of thoughts, from Western and East Asian ideas and philosophies respectively. The authors deploy the major ideas of key Western and East Asian thinkers to shed a new light on their usefulness in understanding the transition of global order. They locate new ideas to overcome the contradictions of the late modern world and provide some ideational building blocks of a new global order. The new concepts proposed are: recognition between the great civilizations; a harmony and floating balance between and within contrasts—individual versus community, freedom versus equality—;and mediation between friends and foes. As the former Israeli Prime Minister Yitzhak Rabin put it, "you don’t need to make peace with your friends, you have to make peace with your foes." The values of the West as well as that of the East cannot survive in a globalized world by taking them as absolute, but only by balancing them to those of the other great civilizations of the world.

Global development actors such as the World Bank and the International Monetary Fund claim that the shift to the poverty reduction strategy framework and emphasis on local participation address the social cost of earlier adjustment programs and help put aid-receiving countries back in control of their own development agenda. Drawing on the case of Ghana, Lord Mawuko-Yevugah argues that this shift and the emphasis on partnerships between donors and poor countries, local participation, and country ownership simultaneously represents a substantive departure from earlier versions of neo-liberalism and an attempt by global development actors and local governing and social elites to justify, and legitimize the neo-liberal policy paradigm. This book shows how the new architecture of aid has important implications in three distinct but related ways: the discursive construction and production of post-colonial societies; the changing focus of Western aid and development policy interventions; and the reproduction of the politics of inclusive exclusion. The author provides detailed and original research on the new development paradigm and develops a critical theoretical approach to re-think conventional analyses of the new discourses on aid whilst offering a fresh, alternative interpretation of changes in international aid relations.
