"First, we will consider the accident itself, the status of the NTSB's investigation and their present theories of the cause of the accident. We also wish to consider the FAA's grounding of the DC-10 fleet, including the reasons for the grounding, the reasons for the grounding of all DC-10's instead of just the series 10 model, and the program by which the FAA will consider reinstatement of the DC-10-type certificate. I expect the hearings to cover the procedures followed for the certification of aircraft and the maintenance of aircraft in the fleet. We will carefully consider the roles which the manufacturer, the airlines, and the FAA play in these processes and the degree to which inspection and maintenance procedures are regulated and reviewed by the Government"--Page 2.

On May 25, 1979, American Airlines Flight 191, a McDonnell-Douglas DC-10-10 aircraft, on its way from Chicago to Los Angeles, crashed just after take-off near Chicago-O'Hare International Airport, Illinois. During the take off the left engine and pylon assembly and about 3 ft of the leading edge of the left wing separated from the aircraft and fell to the runway. Flight 191 crashed killing two hundred and seventy one persons on board and two persons on the ground. The accident remains the deadliest airliner accident to occur on United States soil.
