Home to one-quarter of humanity—one-fifth of whom are youth—South Asia has the world’s largest concentration of poverty and malnutrition (1–3). Despite producing one-quarter of the world’s consumed food, the region’s agrifood systems face formidable challenges in producing an adequate and affordable supply of the diverse foods needed for sustainable healthy diets (4,5). Unhealthy food consumption is rising, and farming systems are threatened by unsustainable groundwater withdrawal due to poorly developed food and energy policies. In addition, South Asia’s farmers are both contributors and victims of climate change and extreme weather, which contributes to rural out-migration—particularly of youth—resulting in rising labor scarcity and increased production costs. TAFSSA (Transforming Agrifood Systems in South Asia), a CGIAR Regional Integrated Initiative, aims to address these challenges by delivering actionable evidence and scalable innovations across these regions through a coordinated program of research and engagement from farmer to consumer. One of the roadblocks to addressing these challenges is the lack of credible and high-resolution data on food systems in the region. The TAFSSA food systems assessment aims to provide a reliable, accessible and integrated evidence base that links farm production, market access, dietary patterns, climate risk responses, and natural resource management in Bangladesh, India, Nepal and Pakistan. It is intended to be a multi-year assessment.

The World Health Organization (WHO) and other global nutrition and health agencies recommend nutrition actions throughout the life-course to address malnutrition in all its forms. As global recommendations are updated based on available evidence, it is anticipated that governments and stakeholders will, in turn, build on these recommendations to update national policies and programs. Little is known in the South Asia region about policy coherence with globally recommended actions. Even less is known about the degree to which countries are able to track their progress on nutrition actions. To address the gap, this brief summarizes the policy and program gaps in addressing nutrition actions, along with data gaps in population-based surveys in all the countries in the South Asia region, including Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.

The abstracts in this document are reproduced in their original form from their source, and without editorial commentary about specific articles. In this first edition, we include global studies on trends in malnutrition, health inequalities of common nutrition deficiencies in children and the importance of gender-sensitive social safety nets and nutritionspecific and -sensitive interventions in the low-and middle-income countries. Malnutrition is endemic in India. In 2015-16 some 38% of preschool children were stunted and 21% were wasted, while more than half of Indian mothers and children were anemic. There are many posited explanations for the high rates of malnutrition in India, but surprisingly few discuss the role of Indian diets, particularly the affordability of nutritious diets given low wages and the significant structural problems facing India’s agricultural sector. This study was undertaken to address knowledge gaps around the affordability of nutritious diets in rural India. To do so we used nationally representative rural price and wage data to estimate the least cost means of satisfying India-specific dietary recommendations, referred to as the Cost of a Recommended Diet (CoRD), and assess the affordability of this diet relative to male and female wages for unskilled laborers. Although we find that dietary costs increased substantially over 2001-2011 for both men and women, rural wage rates increased more rapidly, implying that nutritious diets became substantially more affordable over time. However, in absolute terms nutritious diets in 2011 were still expensive relative to unskilled wages, constituting approximately 50-60% of male and about 70-80% of female daily wages, and were often even higher relative to minimum wages earned from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Since many poor households have significant numbers of dependents and substantial non-food expenditure requirements, it follows that nutritious diets are often highly unaffordable for the rural poor; we estimate that 45-64% of the rural poor cannot afford a nutritious diet that meets India’s national food-based dietary guidelines. Our results point to the need to more closely monitor food prices through a nutritional lens, and to shift India’s existing food policies away from their heavy bias towards cereals. Achieving nutritional security in India requires a much more holistic focus on improving the affordability of the full range of nutritious food groups and ensuring that economic growth results in sustained income growth for the poor.

FAO provides countries with technical support to conduct nutrition assessments, in particular to build the evidence base required for countries to achieve commitments made at the Second International Conference on Nutrition (ICN2) and under the 2016-2025 UN Decade of Action on Nutrition. Such concrete evidence can only derive from precise and valid measures of what people eat and drink. There is a wide range of dietary assessment methods available to measure food and nutrient intakes (expressed as energy insufficiency, diet quality and food patterns etc.) in diet and nutrition surveys, in impact surveys, and in monitoring and evaluation. Differenct indicators can be selected according to a study's objectives, sample population, costs and required precision. In low capacity settings, a number of other issues should be considered (e.g. availability of food composition tables, cultural and community specific issues, such as intra-household distribution of foods and eating from shared plates, etc.). This manual aims to signpost for the users the best way to measure food and nutrient intakes and to enhance their understanding of the key features, strengths and limitations of various methods. It also highlights a number of common methodological considerations involved in the selection process. Target audience comprises of individuals (policy-makers, programme managers, educators, health professionals including dietitians and nutritionists, field workers and researchers) involved in national surveys, programme planning and monitoring and evaluation in low capacity settings, as well as those in charge of knowledge brokering for policy-making.
