From modest beginnings in 1967, the Association of Southeast Asian Nations (ASEAN) has become the premier regional institution in Southeast Asia. The 10 members are pursuing cooperation to develop the ‘ASEAN Community’ and also sponsor wider dialogues that involve the major powers. Australia has been interested in ASEAN since its inauguration and was the first country to establish a multilateral link with the Association, in 1974. Australia and ASEAN have subsequently engaged and cooperated on many issues of mutual concern, including efforts to secure an agreement to resolve the Cambodia conflict (signed in 1991), the initiation of the Asia-Pacific Economic Cooperation grouping (1989) and the ASEAN Regional Forum (1994), the conclusion of the ASEAN–Australia–New Zealand Free Trade Agreement (signed in 2008) and the development of the East Asia Summit (from 2005). This book provides the first available detailed history of the evolution of Australia’s interactions with ASEAN. The Good Neighbour explores the Australian government's efforts to support peace in the Pacific Islands from 1980 to 2006. It tells the story of the deployment of Australian diplomatic, military and policing resources at a time when neighbouring governments were under pressure from political violence and civil unrest. The main focus of this volume is Australian peacemaking and peacekeeping in response to the Bougainville Crisis, a secessionist rebellion that began in late 1988 with the sabotage of a major mining operation. Following a signed peace agreement in 2001, the crisis finally ended in December 2005, under the auspices of the United Nations. During this time Australia's involvement shifted from behind-the-scenes peacemaking, to armed peacekeeping intervention, and finally to a longer-term unarmed regional peacekeeping operation. Examining a series of episodes in Australia’s foreign relations under Whitlam, the author pays attention to a broad range of hitherto insufficiently researched domestic and international issues in Australian’s foreign relations of the early 1970s. The election of the Whitlam-led Labor Government in December 1972 ushered in fresh ideas and audacious initiatives in Australia’s foreign policy. Whitlam’s approach was shaped by a vision of taking Australia forward to its “rightful” and “independent” place in the future of the Asia-Pacific region. They range from immigration policy and the abolition of appeals from Australian Courts to the Privy Council to such major international issues as the Anglo-American base in Diego Garcia, French nuclear testing in the Pacific and the Five-Power Agreement with respect to Malaysia and Singapore. He demonstrates how the pursuit of foreign policy independence repeatedly placed the Whitlam Government in a position wedged in between Australia’s traditional allies and the Third World; and how it navigated Australia’s national interests on a series of dilemma situations involving conflicting strategic interests between Australia and its traditional allies, and those between major powers and the non-aligned countries. The analysis presented in this book contributes to not only historical literature on the subject but also the understanding of how a middle power, like Australia, can navigate intensifying great power rivalry.
