This compelling book explores Germany’s campaign of unrestricted submarine warfare in World War I, which marked the onset of total war at sea. Noted historian Lawrence Sondhaus shows how the undersea campaign, intended as an antidote to Britain’s more conventional blockade of German ports, ultimately brought the United States into the war. Although the German people readily embraced the argument that an “undersea blockade” of Britain enforced by their navy’s Unterseeboote (U-boats) was the moral equivalent of the British navy’s blockade of German ports, international opinion never accepted its legitimacy. Sondhaus explains that in their initial, somewhat confused rollout of unrestricted submarine warfare in 1915, German leaders underestimated the extent to which the policy would alienate the most important neutral power, the United States. In rationalizing the risk of resuming the unrestricted campaign in 1917, they took for granted that, should the United States join the Allies, German U-boats would be able to stop the transport of an American army to France. But by bringing the United States into the war, while also failing to stop the deployment of its troops to Europe, unrestricted submarine warfare ultimately led to Germany’s defeat. Because US manpower proved decisive in breaking the stalemate on the Western Front and securing victory for the Allies, Sondhaus argues that Germany’s decision to stake its fate on the U-boat campaign ranks among the greatest blunders of modern history.

In its decision of 7 December 1941 to adopt a policy of unrestricted submarine warfare--the destruction of all vessels entering a designated war zone--the United States not only dramatically reversed its previous foreign policy position of defending freedom of the seas but in doing so adopted a policy that had been one of the chief provocations for U.S. entry into World War I against Germany. Janet M. Manson contends that this decision also proved to be a watershed in U.S. foreign policy because it provided the precedent and rationale for using advanced weapons technology against noncombatants. The surprising and unofficial system of social control and regulation that keeps crime rates low in New York City’s Washington Square Park Located in New York City’s Greenwich Village, Washington Square Park is a 9.75-acre public park that is perhaps best known for its historic Washington Square Arch, a landmark at the foot of 5th Avenue. Hundreds, if not thousands, pass through the park every day, some sit on benches enjoying the sunshine, play a game of chess, watch their children play in the playground, take their dog to the dog runs, or sit by the fountain or, sometimes, buy or sell drugs. The park has an extremely low crime rate. Sociologist, and local resident, Erich Goode wants to know why. He notes that many visitors do violate park rules and ordinances, even engaging in misdemeanors like cigarette and marijuana smoking, alcohol consumption, public urination, skateboarding and bike riding. And yet, he argues, contrary to the well-known “broken windows” theory, which suggests that small crimes left unchecked lead to major crimes, serious crimes hardly ever take place there. Why with such an immense volume of infractions—and people—are there so little felonious or serious, and virtually no violent, crime? With rich and detailed observations as well as in-depth interviews, Goode demonstrates how onlookers, bystanders, and witnesses—both denizens and your average casual park visitor—provide an effective system of social control, keeping more serious wrongdoing in check. Goode also profiles the parks visitors, showing us that the park is a major draw to residents and tourists alike. Visitors come from all over; only a quarter of the park’s visitors live in the neighborhood (the Village and SoHo), one out of ten are tourists, and one out of six are from upper Manhattan or the Bronx. Goode looks at the patterns of who visits the park, when they come, and, once in the park, where they go. Regardless of where they live, Goode argues, all of the Park’s visitors help keep the park safe and lively.
