Atmospheric attenuation and sky emission measurements at 15, 31, and 53 GHZ are described. Theoretical values of atmospheric absorption and brightness temperatures calculated from radiosonde data are compared with the near-simultaneous experimental measurements. It is concluded that the present theory of gaseous absorption gives estimates of attenuation that are sufficiently accurate for telecommunications design purposes. However, attenuation in clouds requires additional study before optimum use of the higher frequencies can be achieved.
