Excerpt from Assessment of Current Building Regulatory Methods as Applied to the Needs of Historic Preservation Projects At the request, and with the support, of the Building Economics and Regulatory Technology Division, Center for Building Technology, National Engineering Laboratory, National Bureau of Standards, the National Trust for Historic Preservation undertook an assessment of current building regulatory methods as applied to the needs of historic preservation projects. It has been recognized that the needs of assuring safety and health, as defined by the building codes, standards and federal regulations of the building regulatory system, frequently conflict with the needs of historic preservation projects. It was a premise of this study that one potential answer to resolving this conflict may be the development of a performance-based standard or set of regulations that would not specify design solutions to meet the needs of health and safety but would, rather, specify these needs in goal-oriented performance language), rather than prescriptive, solutions. This would allow the architect undertaking an historic preservation project the maximum freedom in meeting the needs of safety and health while not compromising the historical and architectural integrity of the building.
