The agriculture and land use sector (crops, livestock, forestry, fisheries and aquaculture) hereafter referred to as the AFOLU (Agriculture, Forestry and Other Land Use) sector for ease of reference – features prominently amongst the adaptation and mitigation contributions set forth in the nationally determined contribution (NDCs) – up to 96 and 88 percent, respectively (FAO, 2016a). This paper presents a step-by-step methodology for assessing the overall coverage of mitigation and adaptation policies and measures in the NDCs, as compared against major greenhouse gas (GHG) emission “hotspots” and adaptation “hotspots” in the AFOLU sector. It also provides a gap-filling methodology for estimating economy-wide and sector-specific baseline and NDC mitigation scenarios based on regional trends. The overall objective is to support national policy makers in NDC review and revision processes so as to better align or integrate mitigation and adaptation policies to address sectoral GHG and adaptation hotspots. To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

Climate change poses many challenges that affect society and the natural world. With these challenges, however, come opportunities to respond. Almost every country has formulated its Nationally Determined Contribution to the global response to climate change. These national climate action plans were key to the landmark adoption of the 2015 Paris Agreement. They will also be central to its implementation – even if, taken together, current plans are insufficient to meet the aims of the Paris Agreement. Every five years, countries update their NDCs to demonstrate increased ambition. But while essential, ambition alone is not enough. This book shows that to be able to realize their climate ambition, countries also need to enhance the effectiveness of their plans and policies. Enhancing effectiveness involves improving the transparency, coherence and implementability of their NDCs. To ramp up ambition and effectiveness, future NDCs must build on and learn from experience. Based on a detailed analysis of the first round of NDCs by some of the world’s most knowledgeable climate policy experts, this book offers critical insights relevant to mitigation, adaptation and means of implementation. Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

Many Americans believe that people who lack health insurance somehow get the care they really need. Care Without Coverage examines the real consequences for adults who lack health insurance. The study presents findings in the areas of prevention and screening, cancer, chronic illness, hospital-based care, and general health status. The committee looked at the consequences of being uninsured for people suffering from cancer, diabetes, HIV infection and AIDS, heart and kidney disease, mental illness, traumatic injuries, and heart attacks. It focused on the roughly 30 million-one in seven-working-age Americans without health insurance. This group does not include the population over 65 that is covered by Medicare or the nearly 10 million children who are uninsured in this country. The main findings of the report are that working-age Americans without health insurance are more likely to receive too little medical care and receive it too late; be sicker and die sooner; and receive poorer care when they are in the hospital, even for acute situations like a motor vehicle crash.

How can REDD credits be included in a future global carbon market, and what are the impacts of inclusion? We analyze ten different scenarios through 2020, varying the global emission caps and the REDD rules. An inclusion of REDD credits without any adjustments in the global cap will lower carbon prices significantly and cause crowding out. The cap must move towards the 2 degrees climate target if REDD inclusion is to maintain high carbon prices and strong incentives for emissions reductions in other sectors. At the same time, reaching the 2 degree target without full REDD inclusion will increase global mitigation costs by more than 50%.
