This book intends to offer an alternative lens for regionalism studies in Southeast Asia. Despite of its widely acknowledged status as one of the most successful regionalism, ASEAN still suffers from numerous obstacles. Yet, in the midst of ASEAN uncertain future trajectories, there is only limited consensus on how to approach ASEAN regionalism. Scholars of ASEAN regionalism tend to use ASEAN identity as the main explanation of cooperation among ASEAN member states. However, this approach suffers from limitations. Emphasis on static, traditional, and all-encompassing identity has made issue-specific cooperation and its internal dynamics neglected. The way issue-specific cooperation alters ASEAN architectures also remains understudied. By shifting attentions to issue-specific cooperation, this book attempts to fully grasp the dynamics of 50 years of ASEAN cooperation. Why could ASEAN member states reach consensus in certain issues—ranging from energy, environment, human rights, disaster management, human security, to infectious disease—albeit ASEAN values such as non-interference and informality? Making Energy Markets charts the emergence and early evolution of electricity markets in western Europe, covering the decade from the late 1980s to the late 1990s. Liberalising electricity marked a radical deviation from the established paradigm of state-controlled electricity systems which had become established across Europe after the Second World War. By studying early liberalisation processes in Britain and the Nordic region, and analysing the role of the EEC, the book shows that the creation of electricity markets involved political decisions about the feasibility and desirability of introducing competition into electricity supply industries. Competition introduced risks, so in designing the process politicians needed to evaluate who the likely winners and losers might be and the degree to which competition would impact key national industries reliant on cross-subsidies from the electricity sector, in particular coal mining, nuclear power and energy intensive production. The book discusses how an understanding of the origins of electricity markets and their political character can inform contemporary debates about renewables and low carbon energy transitions.

Regional organizations play an important role in mobilizing such action. This Element provides novel insights into the conditions under which policy entrepreneurs can bring about transformative policy change in regional settings, with a focus on the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). It finds that opportunity structures in the EU have been conducive to successful climate-progressive policy entrepreneurship at several key junctures, but not consistently. In contrast, the ASEAN governance context provides few access points for non-elite interests, making it fiendishly difficult for policy entrepreneurs to push for substantive policy change in the face of powerful domestic veto players. This book assesses China’s reputation as a global clean energy champion, and applies institutional and public policy theories to explain how the country has achieved so much and why there continue to be so many unintended consequences and constraints to progress. It considers the extent to which the government has successfully boosted the manufacture and deployment of low-carbon electricity generating infrastructure, cleaned up thermal power generation, and enhanced energy efficiency, dramatically constraining China’s rising carbon dioxide emissions, but also examines the substantial political and financial capital required to reinforce the predominantly administrative policy instruments and the mix of special interests and poor coordination that are endemic to the energy sector. Arguing that the current approach seems to be encountering ever diminishing returns, the book considers whether ongoing sector reforms and the new national emissions trading scheme can reinvigorate the nation’s clean energy trajectory.
