There is increased awareness of the Reserve components (RC) and their role in our national defense. Downsizing and federal budgetary constraints continue to impact this role as well as the structure of the RC. In the past, most policy and practice considerations focused on the Active Component (AC). Research and experience, however, suggest that important differences exist between the tow components. Thus, the results of manpower, personnel, and training research conducted with the AC may not necessarily apply to the RC. The goal of the present project is to highlight the results of research conducted for the RC by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) and to generate an agenda for future ARI work that is responsive to current and projected RC needs. The work is documented in two separate volumes. Volume 1 (Ford, Schultz, Knapp, & Katz, 1997) provides a brief overview of the RC environment and includes summaries of ARI research products/findings currently available for RC use. This second volume discusses RC research in a number of domains (e.g., training-related areas, recruiting, retention, leadership). Critical research questions are identified and suggestions for using these as a basis for an ARI RC-related research agenda are offered.

RAND has developed the Readiness Enhancement Model, a personnel inventory projection model for the Army's Reserve Components. The model supported research carried out under the Arroyo Center's Reserve Component personnel readiness project. Project findings are described fully in Bruce Orvis et al., Ensuring Personnel Readiness in the Army Reserve Components, MR-659-A, 1996. The reader who intends to employ the model should find this report useful. Readers who do not plan to employ the model should also find portions of the report useful as a vehicle for understanding the inventory projection environment within which the model operates. The project was designed to examine the true extent of cross-leveling during Operation Desert Shield/Storm, the reasons for it, the likelihood of serious personnel shortfalls in future deployments, and, based on these findings, the types of policies that could enhance the Reserve Components' readiness to deal with future contingencies. The model described in this report supported research designed to estimate how increased use of prior service experience and reduced Reserve Component attrition and job turbulence would affect job qualification rates and annual requirements for recruiting and training.

The Army needs to implement Army Force Generation (ARFORGEN) in addition to its ongoing transformation and move to a more modular force. To achieve a campaign quality Army with joint and expeditionary qualities fully, the Army must do so quickly, while also keeping its reserve components full partners throughout this process. This paper describes ARFORGEN, discusses some of its critical assumptions related to reserve component (RC) units, and explains what changes are required at the Department of Defense (DoD), Department of the Army (DA), and the individual RC levels so that the Army can integrate its RC units fully into ARFORGEN. The paper details needed changes at both the institutional and operational level at DA and DoD.
