The small states of the Asia and Pacific region face unique challenges in raising their growth potential and living standards relative to other small states due to their small populations, geographical isolation and dispersion, narrow export and production bases, exposure to shocks, and heavy reliance on aid. Higher fixed government costs, low access to credit by the private sector, and capacity constraints are also key challenges. The econometric analysis confirms that the Pacific Island Countries (PICs) have underperformed relative to their peers over the last 20 years. Although these countries often face more limited policy tools, policies do matter and can further help build resilience and raise potential growth, as evidenced in the recent business cycle. The Asia and Pacific small states should continue rebuilding buffers and improve the composition of public spending in order to foster inclusive growth. Regional solutions should also continue to be pursued.

In the last few decades, Southeast Asia has become generally more peaceful and more prosperous, with progress in economic development, regional cooperation and integration. ASEAN in particular plays a leading role within and beyond the region in promoting multilateral cooperation in both security and economic matters. All these developments progress amid increasing hegemonic competition between the US and China for regional dominance in the Asia-Pacific region. According to the realist viewpoint of international politics, Southeast Asian states can do nothing but choose sides at the expense of international political autonomy in order to maintain their national interests. Tang argues, however, that in fact there exists an opportunity for Southeast Asian states to simultaneously reinforce their military security, economic development and international political autonomy in face of the US-China hegemonic competition. Drawing on the ideas of power transition theory and recent works of capitalist peace, Tang argues that small states can exploit the competition between great powers to make economic gains and ensure security while maintaining their autonomy. He outlines the necessity of cooperation among these small states and of economic liberalization for the effectiveness of this reinforcing dynamics, applying policy and econometric analyses to a wide range of qualitative and quantitative data.

These countries are particularly vulnerable because of their small populations, geographical isolation and dispersion, narrow export and production bases, lack of economies of scale, limited access to international capital markets, exposure to shocks (including climate change), and heavy reliance on aid. In providing public services, they face higher fixed government costs relative to other states because public services must be provided regardless of their small population size. Low access to credit by the private sector is an impediment to inclusive growth. Capacity constraints are another key challenge. The small states also face more limited policy tools. Five out of 13 countries do not have a central bank and the scope for diversifying their economies is narrow. Given their large development needs, fiscal policies have been, at times, pro-cyclical. Within the Asia-Pacific small states group, the micro states are subject to more vulnerability and macroeconomic volatility than the rest of the Asia-Pacific small states.

He develops a systematic explanation for why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities. Studies on cyber conflict and strategy have substantially increased in the past decade but most have focused on the cyber operations of powerful states. This book moves away from the prominence of powerful states and explores the potential of cyber capabilities for small states in the Asia-Pacific, the most active region for cyber conflict. It develops a systematic explanation of why Brunei, New Zealand, and Singapore have developed or are developing cyber capabilities despite its obscure strategic value. The book argues that the distribution of power in the region and a "technology-oriented" strategic culture are two necessary conditions that influence the development of cyber capabilities in small states. Following this argument, the book draws on neoclassical realism as a theoretical framework to account for the interaction between these two conditions. The book also pursues three secondary objectives. First, it aims to determine the constraints and incentives that affect the utilization of cyber capabilities as foreign policy instruments. Second, the book evaluates the functionality of these cyber capabilities for small states. Lastly, it assesses the implications of employing cyber capabilities as foreign policy tools of small states.
