This paper discusses Mali’s 2005 Article IV Consultation and Second and Third Reviews Under the Poverty Reduction and Growth Facility (PRGF). The PRGF-supported program is broadly on track. Performance on quantitative aspects remains strong. Although the record on the structural program has been disappointing, the program for 2006 would mark significant progress on addressing key challenges. The IMF staff supports the authorities’ request for completion of the second and third reviews under the arrangement and waivers for nonobservance of three structural performance criteria.

Mali is currently facing many challenges due to climate change that is significantly affecting all communities in the country, and agricultural producers in particular. In order to meet these climate challenges, the project aimed at building the capacities of agro-pastoralists in the Banamba, Kita and Niono districts to help them cope with climate change. With the exception of gender, the project strategy is sound and it reached the objective to boost the capacity of Mali's agro-pastoral activities to cope with climate change. A functional interactive community chat created by the project, as well as the Village Savings and Loan Associations set-up, are some of the elements that strengthen the resilience of agro-pastoralists and render project achievements more sustainable.

Specifically, it focuses on the implementation problems associated with projects sponsored by the U.S. Agency for International Development (AID) and the World Bank in developing countries. Some historical background on how implementation problems became a focus of concern is presented below. Development assistance on a significant scale started with Marshall Plan aid to reconstruct Western Europe following World War II. [1] In that case, the donor (the United States) asked not to be part of the process that determined how the money was to be spent. Instead, the United States asked the West European countries to establish their own priorities for assistance (which they did after a considerable amount of inter-country negotiation).
