This volume presents papers from a conference organized by the Korea Development Institute and the IMF. The purpose of this high-level conference was for policymakers and academics from the Asian region and from G-20 countries to discuss forward-looking economic and financial issues of interest to the international community, such as restoring normalcy to fiscal policy, macroprudential regulation, the future of the financial system, global fiscal imbalances, and the international monetary system. The current economic and financial crisis erupted several years ago. Its effects impacted deeply upon society, in which legal rules and social patterns have developed to enable the establishment of civilisation, justice and peace. Over time it has become more and more obvious that policy, financial and economic actors have adopted austerity measures as a main tool to solve the ensuing problems, and that these measures have hit social policy standards sometimes dramatically. Recent analyses have dealt with several aspects of this issue. This book focuses on one important element: the impact on collective labour law. It seeks to add to the debate by presenting mainly legal arguments derived from different sources and backgrounds, examining the EU and 'Troika' measures, the economic and political background and the sometimes dramatic consequences of austerity measures on democracy, collective bargaining and the right to strike. Since 2008 many European states have experienced significant challenges in adapting to austerity, and political actors within these states have made significant changes in their discourses and practices. This book explores the short-term impact of the sovereign debt crisis on aspects of political representation in Greece and Portugal, two of the countries that have been the most severely affected. It provides the most systematic examination to date of the attitudinal change of voters and elites regarding participation and representation, and of the legitimacy of the political system in two of the bailed-out Eurozone states. By examining the congruence between elites and voters, the shift in the patterns of competition, and the position of both citizens and representatives on the main issues, the studies contribute towards a reassessment of the validity of the responsible party model and of theories about democratic accountability. By relying on original mass and elite surveys conducted both before and after the bailouts, the volume helps us understand how the EU/IMF intervention has affected partisan alignments in Greece and Portugal, as well as the differences and similarities in the way political elites and civil society have adapted to severe austerity. The strategies and practical approaches for socio-economic development are undergoing systemic changes under the influence of new developments in global economic systems and markets. The most significant factors influencing such changes are connected to the start of the Fourth Industrial Revolution (Industry 4.0), which is impacting all economic systems to a greater or lesser extent. The creation of the digital economy and transition to Industry 4.0 particularly increases the significance of hi-tech for socio-economic development. Secondly, there is now a transition underway from a period of unlimited globalization and comprehensive integration to more limited globalization and selective economic integration. The growing importance of regionalization on the global economic system is manifested in the formation and rapid development of new integration unions at the regional or country level (e.g., the EU and the EAEU), and company level (e.g., regional sectoral economic clusters, special economic areas, technological parks, and innovative networks). Thirdly, there’s an urgent need for faster innovation, which leads to the formation of more innovative economies. The global financial crisis drew attention to the problems of managing sustainability and achieving balance in socio-economic development. The formation and exponential growth of the information society, based on digital technologies, is now stimulating the growth and significance of corporate social and environmental responsibility as a prerequisite for entrepreneurial success. Thus, the paradigm of socio-economic development is changing from absolute rationality (economic effectiveness) and stability – which has historically been associated with problems of stagnation – to responsibility (limited and socially-oriented rationality) and dynamism (quick innovative development based on leading technologies).
