Book Description
Excerpt from Annual Report of the State Board of Conciliation and Arbitration: For the Year Ending December 31, 1912 To the Senate and House of Representatives in General Court assembled. The twenty-seventh annual report Of this Board reviews its activity during the year 1912. The year had scarcely begun before certain of the work people at Lawrence and other places became disorderly. Assured by organized labor that no trouble would result therefrom, the Legislature had limited the week's work of women and minors in manufacturing establishments to 54 hours. The desired law went into effect January 1, and was made the occasion of textile troubles by disturbers out side the labor movement. Otherwise the relations of em ployer and employed were in the main peaceful. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Description
Excerpt from Annual Report of the State Board of Conciliation and Arbitration: For the Year Ending December 31, 1910 To the Senate and House of Representatives in General Court Assembled. The labors of this Board during the year just passed present the greatest number of arbitrations thus far made, and confirm the belief that, given opportunity, the industrial world prefers to adjust its differences by the results of careful inquiry rather than by the doubtful outcome of hostile activity. When parties in constantly increasing numbers resort of their own will to arbitration as administered in the name of the State, it is evident that the disposition to do so has been fostered by the spirit of existing laws. While the year has had its own problems and tasks, it has also been crowded with the effects of persistent effort operating through longer spans of time. In former years the reconciliation of opposing forces suggested that friendship might be maintained through permanent agreements to adjust mutually or by arbitration such disputes as might thereafter arise. As a result, strikes have diminished in number and importance in quarters where grave disturbances of industry were frequent. Energies once enlisted for strategy and collision sought to establish harmonious relations by means of private adjustments, and when these failed, the trade agreement and public opinion secured the submission of controversies to the judgment of disinterested minds. Book Description
Excerpt from Annual Report of the State Board of Conciliation and Arbitration: For the Year Ending December 31, 1916 Conciliative proceedings are the best for settling industrial disputes; but when peaceful parties have conferred and failed to agree, arbitration is the only method that remains; it begins when they join in invoking the judgment of a non party; the final act is not theirs but the award of the arbi trator; preparation for arbitration often results in conciliation, and at any stage of arbitration a mutual adjustment is in order and should take precedence of it. The Board of its own motion may investigate a difficulty that persists to the detriment of a business or industry, publish the facts and assign blame to the party at fault. Book Description
Excerpt from Annual Report of the State Board of Conciliation and Arbitration: For Te Year Ending December 31, 1902 It will be noticed that the question of rate of wages, or what is a fair price for work, is the same that comes up for settlement almost daily in courts Of law; and there seems no good reason why it cannot be decided by some such practice as this law now provides. Should this be done, it would eliminate the most prolific source of labor disputes. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Description
Excerpt from Annual Report of the State Board of Conciliation and Arbitration: For the Year Ending December 31, 1907 The year just passed was marked by a great increase in the number of controversies adjusted through conference of the parties or referred by them to the Board for arbitration. The following pages indicate that the constant efforts of the Board to accomplish good understanding between employer and employed have brought about a better acquaintance with these peaceful methods of composing differences. Without such opportunity to settle labor disputes as the State affords through the assistance of disinterested minds, any of these might have been the occasion of a prolonged cessation of busi ness. At no time has the Board been without from twenty to thirty controversies at different stages of progress to a de cision, and it has passed upon them with as much dispatch as careful consideration would permit.
