En este libro se presenta una metodología que sirve de apoyo para llevar a cabo una planificación territorial sostenible de desarrollo futuro de los espacios metropolitanos. Dicha metodología abarcará de manera conjunta e integrada diferentes aspectos cruciales relacionados con este fenómeno. Así, en primer lugar, es necesario conocer en profundidad las pautas, implicaciones, características, etc., del crecimiento, experimentado por los espacios metropolitanos a través del estudio en detalle de los cambios socioeconómicos y territoriales registrados y la incidencia de los distintos instrumentos de planificación territorial en el desarrollo urbano. A partir de estas premisas, es posible reproducir escenarios de futuro que nos informen sobre las consecuencias que la evolución de ese fenómeno pueda tener sobre el territorio. Para ello, se utilizará una variedad de modelos de simulación que nos permitirán disponer de una información valiosa sobre lo que ocurriría si el fenómeno siguiera su curso en función de las tendencias actuales, pero también sobre lo que sería deseable que ocurriera en función de unos principios de sostenibilidad. En relación con este último aspecto, la propuesta se completa con el desarrollo de un procedimiento que nos permite realizar un diagnóstico preliminar de la sostenibilidad y los costes ambientales de los efectos del desarrollo urbano, tanto de las situaciones pasadas, como de los escenarios de futuro simulados. Esta metodología se ha aplicado, dentro del contexto del proyecto de investigación SIMURBAN, a dos espacios metropolitanos (Madrid y Granada) con características diferentes en cuanto a dimensión y momento temporal

Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
