To analyze the exact conditions, to point out the reforms and readjustments, and to indicate the responsible agencies to lead this reform were the essential purposes of the survey. This review of the survey and the events which have followed its completion indicate clearly that already the survey has measurably succeeded in its purpose and that the process of careful self-examination is, after all, the most potent means of achieving funda mental social reforms. This account is, of course, in major part a digest of the survey itself. It has borrowed freely from the published reports, although in some measure new interpretations and arrangements have been made. For the selection, arrangement, and addition of material the author of this summary is alone responsible.
