ABSTRACT Ecological risk assessment (ERA) has been adopted worldwide for characterizing and assessing risks to the natural environment imposed by human activities. The idea of ERA has emerged in the United States as early as the 1980s. Since then, sets of official ERA framework and procedures have been developed. It serves as a tool to quantitatively and qualitatively evaluate the ecological impacts to the environment. The ERA procedures are basically divided into three steps: (1) Problem formulations; (2) Characterization of exposure and ecological effects; (3) Risk characterization. By identifying the problems and characterizing the risks of human activities to the species and to the environment, accurate information is brought up to the decision-makers. Thus, suitable development strategies, control regulations and measures can be implemented to avoid or minimize such ecological and environmental risks. This study specifically aimed to review the current ERA processes for protecting marine mammals in Hong Kong and provide some recommendation for further improvement. Although sets of ERA guidelines have been well established in some countries/regions (e.g. the US and Australia), others like Hong Kong do not have their own set of ERA guidelines. Nevertheless, ERA studies for marine mammals have been recently conducted in Hong Kong, by taking reference to the United States Environmental Protection Agency (USEPA) guidelines. In general, the assessment processes include the investigation on the level of contaminants in the physical environment (i.e. water and sediment), the diets and the composition of the internal organs of stranded cetacean individuals. The detailed methodology, procedures, pros and cons of each of the above assessments are critically reviewed and discussed in - 3 -this dissertation. As the ERA guidelines in Hong Kong are taken from overseas countries, they may not totally suit the local condition. Besides, in most of the local ERA studies, general background information, such as the actual health effects of contaminants on the marine mammals, the distribution and the site residency time, are always lacking. Although the Hong Kong SAR Government has conducted a routine monitoring programme to quantify the level of common contaminants in marine sediments and biota, corresponding actions such as proper ERA processes have not been fully taken in accordance with the findings of the survey.
