As early as 1990, the Federal government, when speaking about climate change, made it very clear that it would not proceed with measures which have net adverse economic impacts nationally or on Australia's trade competitiveness. This paper examines Australia's recent climate change policies and some influences on the Federal government to develop effective policy frameworks and market conditions favourable to business interests, and poses the question Are Australia's climate change policies really business development plans?

Australian Climate Policy and Diplomacy provides a well overdue critique of existing, and high-profile, publications that convey the ‘greenhouse mafia’ hypothesis, which posits that Australia’s weak policy response to climate change is the result of a menacing domestic fossil fuel lobby. Ben L. Parr argues that the shared government–industry discourse about protecting Australia’s industrial competitiveness has had a more decisive influence in shaping and legitimising Australian climate policy than the direct lobbying tactics of the fossil fuel industry. Parr also reveals how the divergent foreign policy discourses and traditions of Australia’s two major political parties – as internationalist versus alliance-focused – have enabled and constrained their climate diplomacy and domestic policies over time. To demonstrate his argument, he presents a discourse analysis woven into a chronological policy narrative, comprising more than 1000 primary texts (media releases, interviews, and speeches) generated by prime ministers and key fossil fuel lobbyists. Overall, this volume illustrates how domestic forces have and are influencing Australia’s climate policy. This book examines how the armed forces of the United States and Australia have responded to the threat posed by climate change to national security. Drawing on established securitisation frameworks (‘Copenhagen’ and ‘Paris’ Schools), the author uses a combination of quantitative and qualitative techniques to systematically examine more than 3,500 speeches, policies and doctrinal articles since 2003. Importantly, the author undertakes an examination of the intersection between the political and the military spheres, probing the question of how ideology has influenced the military’s uptake on the issue. In this context, the author identifies the difficulty of an ostensibly apolitical institution responding to what has become both a hyper-political issue and an unprecedented security threat. A close examination of the key political actors – their intent, outlook and political mandate for broader climate action – is therefore crucial to understanding the policy freedom and constraints within which military leaders operate. This article examines Australia's climate change policies and describes how the current Federal government has been pursuing an alternative approach to climate change policy through its focus on five key international directions. This alternative approach to climate change policies sets no targets, timeframes or benchmarks for emissions reductions. Rather the Australian government argues that emissions reductions can be achieved through voluntary actions and economic incentives for promoting technological innovation. This article assesses this approach to climate change policies and asks how effective this alternative approach is. A quantitative assessment of the Australian government's approach is presented by looking at the national emissions data, and then a qualitative analysis of the intertwining policy directions is explored. This analysis reveals that the political and economic aspirations of the current Australian government have clearly directed climate change policy developments.
