Based on a new database of State-Owned Enterprise (SOE) financial statements, we find that SOEs in Bosnia and Herzegovina are mostly in poor financial shape. We estimate the overall size and composition of the SOE sector, and identify individual companies that affect fiscal and macroeconomic performance. Financial analysis suggests that SOEs are not contributing enough to the economy. We also review the SOE governance framework and find that governments do not exercise their ownership function in line with WB/OECD guidelines. Reforms to the governance frameworks are necessary to foster transparency and improve accountability. More fundamental reform of the SOE sector might increase overall GDP by 3 percent per year.

This paper is concerned with examining the financial performance of privatized State Owned Enterprises (SOE) in Vietnam. The study is based on a sample of SOEs that had been privatized SOEs during the period from 2000 to 2012. This study investigates the changes by comparing the financial performance of firms one year before privatizing with the years after privatizing. Using a financially focused methodology and collecting data from audited financial statements, our analysis found that privatization did not guarantee improvement in financial performance in firms. Specifically, after privatizing firms exhibit universal increase in ROA and ROE caused by saving of selling and administrative expenses and an increase in net sales by lengthening credit terms. The analysis also indicated that former SOEs have lower debt and leverage, lower asset usage efficiency caused mainly by inefficient management of current assets. And another finding relates to the potential risk of paying short-term liabilities. Our lesson for the Vietnamese government and other governments is that privatization program should be continued. However, in addition to other changes, the government should focus on more sophisticated decision making and management skills of former SOE in privatization process.

The Brazilian economic system encourages private enterprise, but the government itself owns and operates such critical industries as petrochemicals, steel, electricity and telecommunications. The Brazilian state has assumed the role of an entrepreneur not for ideological reasons, but as a pragmatic means of speeding up the process of economic growth. The author examines the economic and financial performance of these state-owned enterprises in terms of their contribution to economic growth. He concludes that in Brazil they have been effective substitutes for private investment in a number of strategic industries and that their ability to assemble large amounts of capital, to attract skilled managers, and to earn reasonable profits permitted the Brazilian economy to grow more rapidly during the 1960s and 1970s than would have been the case in their absence.

The purpose of this paper is to empirically investigate the relationship between ownership identity and the performance of firms in terms of profitability and solvency. Using cross-sectional data covering over 25,000 firms worldwide and by employing various empirical methods, we find robust support for the inferior performance of government enterprises over privately owned firms. Specifically, state-owned enterprises (SOEs) tend to be less profitable than private-owned enterprises. However, they appear to be more dependent on debt for their financial need and are, thus, better leveraged. Additionally, SOEs are more labor intensive and have higher labor costs. Thus, evidence from this study could be interpreted to mean that privatization could improve the performance of public firms. However, a study over a longer period is needed before these results can be considered conclusive.
