This manual discusses five of the most critical administrative aeronautical decision areas. The treatment is brief to ensure that the important, basic limits will be read and understood by the largest possible audience. The concerns are: Accident characteristics, Pilot characteristics, Weather restrictions, Training needs, and Risk management. Each of these concerns is discussed in a summary format.
