Sustainable agrocolture and food security are of particular concern for the countries of the Middle East and North Africa (MENA) region, and represent one of the biggest challenges facing the area. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

Water is destined to be the critical resource of our Century since the demand for fresh water will continue to increase while the supply dwindles. Irrigated agriculture is the primary user of diverted water globally, reaching a proportion that exceeds 70-80% of the total in the arid and semi-arid zones. Nevertheless, irrigated agriculture is still practiced in many areas in the world with complete disregard to basic principles of resource conservation and sustainability. Therefore, irrigation water management in an area of water scarcity will have to be carried out most efficiently, aiming at saving water and at maximizing its productivity. In the context of Mediterranean region, crops production is predominantly limited by water deficiency and inadequate management. Therefore, understanding how crops can increase the capture and the efficiency in using limiting resources, such as water, undertakes a strategic importance. Thus, the needs for improving water productivity (WP) in Mediterranean agriculture and for investigating WP behavior on legumes (such as faba bean) and root (such as potato) crops are evident. Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades.
