Abstract: In response to a Congressional call for action, Federal initiatives to improve and expand research, extension and higher education programs in human nutrition, home economics and family life are proposed. Federal commitments to strong human resources-oriented programs in agriculture focus on 4 high-priority problems: family economic stability and security; energy and environment; food, nutrition and health; and family strengths and social environment. An implementation plan for each proposal suggests research and higher education activities, integration arrangements, and 2-, 5- and 10- year targets. Proposed plans are to be conducted cooperatively by the USDA, land-grant universities, and cooperative extension services. The relationship between family needs and the foodand agricultural system must be closely examined. Strong research and educational programs need Federal leadership, financial support and concerted effort in order to solve theproblems of families in the 1980's.

This volume compiles and reprints the responses of 37 organizations to a series of questions issued by the House Committee on Agriculture in anticipation of debates concerning the Research Title of the 1995 Farm Bill due for updating and revision. The questions address some of the following topics: the role of the federal government in agricultural research, coordination and relations with other federal agencies, the suitability of various regulations and procedures, setting research priorities, integrating federal-state-industry research pools, effectiveness of coordinating and advisory boards, efficiency and accountability in administration of these federal funds, partnerships with other types of organizations, guidelines for use of federal funds, land grant universities' roles, fund allocation formulas, and regional research and extension cooperation. The organizations that responded to these questions include the Department of Agriculture, the Coalition on Funding Agricultural Research Mission, professional societies such as the Phytopathological Society and the Entomological Society of America, individual higher education institutions like the Universities of Minnesota and Arkansas and Ohio State University, international organizations such as the World Bank and the International Food Policy Research Institute, and Associations such as the American Feed Industry Association and the Association of American Veterinary Medical Colleges. This report is a congressionally mandated review of the US Department of Agriculture's Research, Education, and Economics (REE) mission area, the main engine of publicly funded agricultural research in the United States. A changing social and scientific context of agriculture requires a new vision of agricultural research-one that will support agriculture as a positive economic, social, and environmental force. REE is uniquely positioned to advance new research frontiers in environment, public health, and rural communities. The report recommends that REE be more anticipatory and strategic in its use of limited resources and guide and champion new directions in research.
