The waning of the Cold War means that major political powers no longer feel compelled to support African authoritarianism. Revised official consensus holds that, in Africa as elsewhere, political reform must accompany economic adjustment. According to this view, African recovery requires a reduction in the size and economic role of monopolistic and inefficient states, and their transformation into accountable liberal democracies. Is this a desirable and practicable political programme? Certainly, all over Africa the number of liberal democracies is growing. But can they survive and are they compatible with renewed economic growth? Richard Sandbrook answers these questions, and assesses the feasibility of the new political programme in reinforcing Africa's economic recovery. He argues that the programme has merit in the short term, but, in the longer term, a more self-reliant, state-directed approach should be adopted to ensure prosperity and durable democracy in the region.

Great jihads of Muslim conquest and conversion swept over West Africa. In the interior, warlords competed to control the internal slave trade. In the east, the sultanate of Zanzibar extended its reach via coastal and interior trade routes. In the north, Egypt began to modernize while Algeria was colonized. In the south, a series of forced migrations accelerated, spurred by the progression of white settlement.Through much of the century African societies assimilated and adapted to the changes generated by these diverse forces. In the end, the West's technological advantage prevailed and most of Africa fell under European control and lost its independence. This volume reports on the state of crisis in Africa in the early twenty-first century. Africa, on the eve of the ‘independence revolution’, was the continent of hope and high expectations. By the third decade of independence, optimism had been replaced by dismality. African states had been beset by ethno-political squabbles, military rule, civil wars, Islamic and insurgent movements, extreme poverty and disease. With the ascent of redemocratization in the 1990s and of ‘new’ pan-Africanism derived from the formation of the African Union, Africa appeared set to claim its vaunted destiny. This book asks, with hindsight to the first decade of the twenty-first century: how real was the renaissance in African life? If the dismal African condition is a phase in the historical development of Africa, this volume does not see any golden age in the past to which Africa aspires to return. There is clearly a continuation and persistence of crisis, with an absence of good governance, personalisation of state power, widespread disease, and policy failure in education, economy and infrastructural development. Although endowed with abundant human and natural resources, Africa remains the least developed and most indebted continent. Whither then the African Renaissance? The methodologies that underpin the contributions in this book are as diverse as the specialisations of the contributors. The collection questions ideologically protected assumptions and presumptions, presenting Africa as it is, because it is only by knowing where Africa truly stands that a proper direction can be charted for it.
