The proliferation of international institutions with overlapping scope and authority over issue areas creates strategic dilemmas for all states. While African states are often considered marginalised in world politics and global markets, Michael Byron Nelson shows how coalitions can form a crucial part of African strategies to influence international institutions and achieve results. Building a bottom-up analysis of global governance, through legal analysis, content analysis, and in-depth interviews, Nelson illuminates institutional and coalition dynamics through case studies of three key areas - food safety, intellectual property, and agricultural trade. He highlights the difficulties encountered by coalitions attempting to navigate institutional systems, emerging from institutional thickness (increasing the number of institutions involved) and integration (increasing the formal linkages between those institutions). Finally, Nelson shows how increasing the hierarchy of an institutional system, by creating a focal point on a single institution, can make coordination easier for coalitions.

This book critically examines the persistence of market orthodoxy in post-apartheid South Africa and the civil society resistance such policies have generated over a twenty-five-year period. Each chapter unpacks the key political coalitions and economic dynamics, domestic as well as global, that have sustained neoliberalism in the country since the transition to liberal democracy in 1994. Chapter 1 analyzes the political economy of segregation and apartheid, as well as the factors that drove the democratic reform and the African National Congress’ (ANC) subsequent abandonment of redistribution in favor of neoliberal policies. Further chapters explore the causes and consequences of South Africa’s integration into the global financial markets, the limitations of the post-apartheid social welfare program, the massive labour strikes and protests that have erupted throughout the country, and the role of the IMF and World Bank in policymaking. This book examines Africa’s internal and external relations by focusing on three core concepts: orders, diplomacy and borderlands. The contributors examine traditional and non-traditional diplomatic actors, and domestic, regional, continental, and global orders. They argue that African diplomats profoundly shape these orders by situating themselves within in-between-spaces of geographical and functional orders. It is in these borderlands that agency, despite all kinds of constraints, flourishes. Chapters in the book compare domestic orders to regional ones, and then continental African orders to global ones.
