The issue of women in combat, thought to be resolved by the demise of the Equal Rights Amendment and the conservatism of successive presidential administrations in this decade, is riding the crest of continuously evolving social mores and changing views of sexual politics. Changes in definitions of sex roles and the removal of many traditional barriers to women in the U.S. Army and the other military services insures that this emotional and confrontational issue will not go away soon. This article contrasts the Army's commitment to affirmative action with the exclusion of women from combat roles. Current policies may provide grounds for challenges to the combat exclusion rule, while some evidence suggests that combat readiness and full gender integration may not be fully compatible goals. A reassessment of current policies may be needed to clarify the relationship between the twin priorities of maximum combat readiness and maximum opportunity for women. The answers to these and related questions may profoundly affect not only the long-term nature of military service in the United States, but the civil-military relationship itself.

Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

The role, status, and treatment of women is one of the major issues confronting the military today. This volume provides a range of perspectives on the magnitude of concerns, the sources of problems, how issues might best be addressed, and the future for women in the armed services. It is based on a special issue of the journal Gender Issues, supplemented with additional contributions from leading scholars. Historical and theoretical perspectives are provided by Lorry M. Fenner and Jean Bethke Elshtain. Fenner focuses on the role of women in the military since 1940, and argues for broader inclusion of women as well as other groups that have previously been restricted from full participation. Elshtain analyzes the extraordinary ability of war to draw both women and men into civic life, and observes how it calls forth and establishes a sense of particular identity for both men and women. Critical views are provided by other scholars. Laura L. Miller examines the feminist movement's insistence on full participation in combat units. Former Army chaplain Marie deYoung provides qualitative and quantitative data on military readiness and unit cohesion in mixed gender units. Leading military scholars (Mady W. Segal, David R. Segal, Jerald G. Bachman, Peter Freedman-Doan, and Patrick M. O'Malley) review national surveys comparing male and female high school seniors' responses to surveys conducted on questions about their propensity to enlist. Male-female differences are also addressed by Judith Hicks Steihm, who looks at the opinions each group has about the capabilities and performance of women. She finds differences by rank on questions as to how hard female soldiers work as compared to male soldiers and whether women are ready for combat duty. Do women feel pressured to be "more masculine," to convey that they are not a threat to men's jobs or status and to avoid being perceived as lesbians?
