It was at one time intended that these memoranda should have been prefixed by a review written by myself, but circumstances over which I have no control preclude me from writing such an introduction. However, the memoranda themselves are brief, succinct and to the purpose. They show quite clearly the advances made in the Presidency between 1886 and 1890.
