Excerpt from Address of His Excellency George N. Briggs to the Two Branches of the Legislature of Massachusetts: January 13, 1846 This state of moral feeling on the part of prisoners, is an important point gained in the administration of penal law. There is a small library in the institution which is much used by the prisoners during the hours that they are in their cells. The Inspectors and Warden concur in the opinion that an ad dition of suitable books is desirable. I think one or two hun dred dollars, for that purpose, from the prison funds, would tend to improve the moral condition of its unfortunate inmates. In connection with this subject, I deem it preper to call your attention to another important branch of the criminal law of the Commonwealth. By existing Statutes, there are four crimes punishable with death z - Treason, Murder, Rape, and burning a dwelling-house in the night-time. Briggs, Governor, His Honor John Reed, Lieutenant Governor, the Honorable Council, and the Legislature of Massachusetts, at the Annual Election, Wednesday, 3 Jan, 1849 No subject seems more appropriate to the occasion, on which we arc assembled, to the Body to be addressed, to the place, in which we stand, or to the official station of him, who is appointed to lead in the devotions and counsels of this interesting anniversary, than the patriotic wish expressed by the psalmist in Psalm lxxxv. 9. That Glory May Dwell in Our Land. It is sometimes objected to the holy scriptures, that they are deficient in recommendation of patriotism. But the passage now read is one among the many examples, which may be quoted from the sacred records, to refute the calumny. It expresses the earnest desire of the writer for the glory of his land.
