Trinidad and Tobago is a small, energy-based, developing economy of the Caribbean. Using the most recent available data (2007) the energy sector in this country accounts for approximately 87 percent of exports, 48 percent of government revenue and 43 percent of gross domestic product. Historically, the sector has also been the largest recipient of foreign direct investment. Because of the importance of the energy sector to Trinidad and Tobago, an understanding of the dynamics between energy inputs and the economy can be very useful in guiding government planning and policy decision making. This paper uses correlation analysis to investigate the nature of the relationship between key energy sector parameters and macroeconomic variables. The strong degree of correlation among all the variables examined underscores the need for developing an econometric model which links the macroeconomy to the energy sector.

This Selected Issues paper reviews the performance and reform plans for public bodies (PBs) in Trinidad and Tobago. PBs represent a source of fiscal risk to the government through the generation of financial losses, with current and capital transfers from the central government to PBs amounting to 3.5 percent of GDP in FY2015/16. Inappropriate pricing policy and weak governance are the most prevalent sources of fiscal risk. PBs must improve public service delivery and become profitable. Key policies should center on incentives for performance, stronger corporate governance, and better public oversight. Steadfast restructuring of PBs with losses must be implemented either through restructuring those that are nonviable or liquidating them to ensure efficiency and improved resource allocation.

High energy costs contribute to dampening Caribbean competitiveness and potential growth. This paper overviews power sector challenges and takes stock of national and regional strategies to address them. It presents recommendations to move the energy agenda forward based on analyses of macro-aspects of energy reform. These include: i) quantitative assessment of the impact of energy costs on growth and competitiveness; ii) evaluation of gains from implementing announced renewable energy and energy efficiency targets; and iii) analysis of the impact of energy investments on debt sustainability. The paper argues for a bigger role for the private sector in energy reform and discusses prerequisites for good public-private partnerships.
