This monograph offers a unique conceptual bridge between economic geography and Middle Eastern political economy. Arab economies are confronted with enormous structural difficulties such as high rates of youth unemployment in a challenging demographic context, exacerbated by intense spatial disparities. These structural problems demonstrate the breakdown of the "Arab social contract", a social arrangement centered on a strong role of the state in welfare and employment provision, for which regimes demanded acquiescence to authoritarian rule. The book argues that the Arab social contract can be understood in terms of regulation theories known in economic geography and sociology. It uses the approaches such as the regulation school, national systems of innovation, social systems of production, and varieties of capitalism to analyze the structural difficulties of Arab economies and current reform efforts. The basic assumption is that Arab economies are currently faced with a structural crisis. After the breakdown of the Arab social contract, there is a mismatch between the economic and institutional spheres of society. The challenge is for Arab societies to develop new forms of socio-institutional regulation. The book proposes ways towards such new modes of regulation by developing a framework for regulation specifically targeted towards Arab societies, and by applying it to the cases of Tunisia and Jordan.

The growing economic fissures in the societies of Europe and Central Asia between generations, between insiders and outsiders in the labor market, between rural and urban communities, and between the super-rich and everyone else, are threatening the sustainability of the social contract. The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo.There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.

The dilemma felt by Arab youth was captured in Tunisia by the selfimmolation in 2010 of Mohamed Bouazizi, who was frustrated by restrictions on his small street-vending business. His death became the catalyst for revolts throughout the Middle East. The frustration had been building for some time: large segments of society were denied economic progress, while the middle class was squeezed, and governments had cut back on services and public employment. Since the series of uprisings began, the debate in Arab countries has focused almost exclusively on politics and questions of national identity. However, economic issues are driving the agenda, and real economic grievances must be addressed in order for the many transitions to succeed. Hafez Ghanem gives a thorough assessment of the Arab Spring, beginning with political developments since the revolutions and changes in the legal and institutional frameworks that affect economies. Arab economies grew at healthy rates before the revolts, but the benefits of economic growth were unfairly distributed. The politically connected reaped great benefits, while educated youth could not find decent jobs, and the poor and middle class struggled to make ends meet. Ghanem advises that Arab countries need to adopt new economic policies and programs that enhance inclusiveness, expand the middle class, and foster growth in undeveloped regions. Key elements include strengthening economic institutions, developing small businesses, reforming the education system to better prepare Arab youth for the modern labor market, promoting gender equality with the objective of raising female labor market participation rates, and setting up programs for rural and regional development to reduce inequality and eliminate extreme poverty.
