The need for major replacements of vessels in the subsidized liner fleet coincides with the revolution in cargo handling brought about by unitization in the form of containerships and barge carrying vessels. In this new environment ship replacement must become an integral part of long-range planning. Government regulations which were devised during the break-bulk cargo era must now respond to different circumstances. This study presents a strategy for planning subsidized vessel replacement and recommends changes in government regulations relating to the planning and operational flexibility of the subsidized lines.
