"In 1993, my office concluded a study on the financial condition and the extent of long-term financial planning by regional and territorial local authorities. The study was a major undertaking. It involved individual reviews at almost all city, district and regional councils ... Financial ratios and statistics collected through the reviews were summarised into a separate report on the major themes and issues evident from an analysis of the reports to each council. That separate report was presented to Parliament last December ... In any large study such as this, all steps in the process must be properly prepared and planned. In this study, we took particular care to plan early, and be very specific as to what information we wanted. We also sought the views of representative local authority groups. The planning culminated in comprehensive guidelines, used for the conduct of the study at each council. We also provided copies of the guidelines to each council prior to their review, so that the members and officiers were conversant with the approach to the study. The guidelines were well received, and may have provided the "spark" for some councils to initiate longer-term planning ... Because of the continuing demand for the guidelines, I felt it appropriate to publish the guideliens as a public document ..." -- Foreword.
