But it would be unfortunate if those works which most adequately represent Bentham's peculiar genius and which have left a mark upon speculation in England were to remain buried under the weight of dead, unprofitable matter. These works may the more easily be made available inasmuch as they are few and not of great length. Chief amongst them are the Fragment on Government, and the Principles of Morals and Legislation. The latter treatise has already been reprinted by the Clarendon Press. The Fragment on Government, which has long been out of print, is now offered to the public. The Introduction prefixed aims at shewing the place of Bentham in the history of thought, and the significance of the Fragment as a contribution to political philosophy. Excerpt from A Fragment on the Pistole Fee, Claimed by the Governor of Virginia, 1753 Robert Dinwiddie was destined to be unpopular from his first act as Gov ernor to the last However welcome he may have been to the large and rapidly increasing number of dissentersin the colony, being himself one of the Church of Scotland, he soon ran coun ter to the ruling opinion of the politi cal leaders. His attempt to carry out his instructions brought out a re monstrance from the Burgesses, who claimed he was exercising unjustly the royal prerogative and his revival of a land fee, long allowed to slumber, excited a general feeling against him. Virginians had for many years acquired new land by means of a warrant of survey, without a patent or expense. In this way they escaped the payment of any fee for a formal grant, and could enjoy the use of the land without paying a quit rent to the government. It is said that a million of acres were claimed under such ten ure when Dinwiddie came into the governorship. Acting with the advice of his council, Dinwiddie established a fee of a pistole for every seal annexed to each grant, a charge that was at once questioned by the Burgesses, as an extraordinary fee, and they wished to know his authority for the imposi. In the cases of marriage, or the work of'the ministry, whatever sin a man, may commit by not assuming these relations, is his own. Other men are, not called upon to give any approbation of his immorality: but by acknowledging a civil constitution, an approbation is given, which may involve an immorality, Although a nation, refuse or neglect to form their constitu tion of civil order according to the light of the gospel, it would not be desirable to have it annihilated, and the people left in a state of anarchy. While a people maintain a dislike to the law of God, and refuse obedience to the Messiah, it is better for themselves, and for those who may live among them, that they have a government formed on the law of nature, howev er defective, than have absolute anarchy and confusion. - But, this affords no reason why a christian should give his approba tion, to such a defective and sinful constitution of government. The pace of modern life is undoubtedly speeding up, yet this acceleration does not seem to have made us any happier or more content. If acceleration is the problem, then the solution, argues Hartmut Rosa in this major new work, lies in “resonance.” The quality of a human life cannot be measured simply in terms of resources, options, and moments of happiness; instead, we must consider our relationship to, or resonance with, the world. Applying his theory of resonance to many domains of human activity, Rosa describes the full spectrum of ways in which we establish our relationship to the world, from the act of breathing to the adoption of culturally distinct worldviews. He then turns to the realms of concrete experience and action – family and politics, work and sports, religion and art – in which we as late modern subjects seek out resonance. This task is proving ever more difficult as modernity’s logic of escalation is both cause and consequence of a distorted relationship to the world, at individual and collective levels.
